The Local Authority Role • Provide scale – secure lower costs for residents • Support leveraging in significant additional investment & stimulating local jobs • Support skills, low carbon & job creation programmes • Use LA brands for marketing and promotion • Oversee Provider to ensure high quality offer • Target ECO to local priorities & solid wall homes • Efficient development and delivery through collaboration • Consistent availability of offer

The Contractor Role • Undertake role in partnership with the Local Authorities • Driving demand using the Brand through marketing including dedicated website, branding, advertising, collaboration • Delivering a seamless service to customers including customer contacts, whole house assessments, energy saving and behavioural advice • Quality control of work • Recruiting and managing contractors SME’s and micro SME’s • Achieving targets for measures to grow the local economy • Registered as Green Deal Providers inc. Consumer Credit Act providing regulatory function

Local Authority Ambition • Long term partnership 8 year contract • First 3 year targets will be set • All Green Deal measures will be available for Customers including renewable technologies generating RHI and FIT payments • Whole House Assessment • Access to all strands of ECO as appropriate • Other non domestic offers and products will be added

Funding for Scheme • Green Deal Home Improvement Fund Cashback scheme • Green Deal loans • Personal loans /mortgage/cash/savings • Landlord funds Private and Social/Council • ECO subsidy • RHI and FIT payments • Green Deal Communities Fund £4.95m in two phases • European Structural Investment Funds • Skills capital for training and apprenticeships

Project Timeline • July 2013 OJEU published • Competitive dialogue • PQQ submission • ISOS submission December 4th 2013 • Government announced changes to ECO funding in the Autumn Statement December 2013 • 2 stage bid submission to end of September 2013 • ECO Regulations commence October 2014 • Preferred Contractor announced October 2014
