  2. TOP Priority Issues Among other issues, the IMT-2000 Steering Group of the GSMA has decided to prioritize the following two issues: • inter-network handover, especially inter-network soft handover, • realistic implementation of NNI.

  3. Inter-network Handover • What is to be done to provide inter-network handover with R’00? • Inter-network soft handover has already been endorsed by SA#6. • GSMA would like to have all kind of inter-network handover with R’00.
