  2. DBE Commitment SAI historically averages over 15% DBE participation and we regularly exceed the goals set forth by our contracts. Through our partnerships with various FL firms on our existing CEI contracts, SAI won the 2011 FICE/FDOT DBE Utilization award. SAI proposes to meet 15% DBE utilization on this project – exceeding the statewide goal.

There is insufficient room between the sidewalk and the R/W line to place a 1:2 slope. In these instances, we will encroach into the county’s R/W. Examples of these areas are shown on Sheets 187, 188, and 189.

  25. Utilities: CEI Utility Coordinator NTP is expected 150 days prior to construction. We will provide daily reports, coordination meetings, and reporting to the Department Utility Coordinator and Project Manager through Our Senior Project Engineer. Our Utility Coordinator will begin making the necessary contacts as soon as the CEI contract is awarded, and we will provide a utility conflict matrix with names and contact information (ADDED VALUE).

Conduct bimonthly QA meetings with Senior Project Engineer. Ensure SAI’s internal QC process is being adhered to. We added 50% to the man-hour charts, but regardless of final negotiated hours for this position, we believe Mr. Wander’s experience on our current US 27 project gives him invaluable experience in an environment very similar to this project. SAI wants to give the Department the benefit of this experience by making Mr. Wander available 80%.

Awareness of/Approach to Project IssuesBest or Value-Added Cost Control SAI understands the importance of controlling cost overruns on all projects, and we will do everything possible to control costs on this project. If selected, our staff will: Continue our ongoing review of the project plans. Identify possible issues prior to them affecting the Contractor’s schedule. Detailed, accurate plans are the best way to avoid cost overruns during construction.
  35. Awareness of/Approach to Project IssuesBest or Value-Added Staffing Cross-Certified – If short-term operations arise, able to cover several operations without adding to staff. Able to fill in for inspectors on vacation or sick without adding to staff.

As an added value to the Department, we will send the schedules to our Corporate in-house scheduling specialist to perform a separate, independent review of the contractor’s schedules at no cost to the Department.
