  3. Kharif & Rabi 2004-05 Production increased from level of 62,000 MT in 1963-64 Net cropped area only 17% Land Development & Minor Irrigation a Major concern

  4. Macro Management • 10th Plan projections and allocations inadequate. • Confusion among implementing departments • Funding of programmes remain reduced after Macro-Management • Essential schemes such as RVP, Water management, and assistance to weaker section Co-operatives affected. • Concluded programmes such as Technology Mission on Oil Seed transferred to MM without appropriate funding • Review of Fund release system

  5. Mechanization Number of educated unemployed growing : Over 40,000 educated unemployed on live roll of Employment Exchange Mechanisation and modernisation of Farming, value addition and post harvest technologies an important option Present outlay too little : Only 9 tractors and 188 Power Tillers per year for the whole State against 1.49 lac farming households. Policy for Credit linkage in Farm Mechanisation is essential

  6. Flow of Credit to Agriculture sector Credit Deposit ratio in Nagaland is barely 17%. Flow to the Agriculture sector is negligible. Banking culture, Land tenure and issues of mortgage the basic problem Community Guarantee through VDBs being suggested Promoting Banking culture in tribal context require immediate attention SLBCC ineffective. Intervention of GOI required

  7. Need for R&D in Hill Agriculture • Upgradation of facilities and furthering research • Capacity building of local resources • Intensive Survey & Investigation of bio-diversity of NE region • Promotion of Private Participation in Commercial Production of Bio-Agents and Bio-fertilisers

  8. New interventions Bamboo Policy Adopted : Nagaland Bamboo Development Agency formed under Chairmanship of Chief Minister Nagaland Policy on Organic Cultivation Adopted Nagaland Agriculture Marketing Board and APMCs the new Thrust area. Nagaland Agriculture Policy on the Anvil

Jhum The major system of cultivation Every Year over 100,000 Ha of land is put to SLASH & BURN Jhum : Both destructive and having very low returns Cropping intensity only 120% Only 17% of area put under annual cultivation. Nagaland indicated as the most unsustainable State of India in terms of food security by Swaminathan Foundation Report.
