NIIF Issues in Initial Closure • Issues in Initial Closure: • NRRIC Issue #0291, Removal of LERG15 (E911 tandem/county data) • Note: Expected Final Closure Date 5/27/08 • Resolution Statement: • Based on NIIF Correspondence #080423-002 received from the ESIF and information provided by NRRIC members, it has been determined that many of the selective routing providers do not utilize LERG 15. It was noted by NRRIC participants and ESIF that the LERG 15 data is known to be incomplete and outdated. Due to this fact, the value of LERG 15 data will be incomprehensive for use by all selective routing systems; therefore the LERG 15 table/file will be removed and discontinued as part of the LERG product. * NIIF Issues can be accessed at http://www.atis.org/niif/issues.asp.

NIIF Issues in Initial Closure • Issues in Initial Closure: • NIOC Issue # 0270,Update NIIF Documentation on Rating and Routing in a Competitive Local Environment. • Note: Expected Final Closure Date 5/28/08 • Resolution Statement: • The NIIF-NIOC has archived NIIF-0014, NIIF Report on Rating and Routing in a Competitive Local Environment. The intent of Issue #0270 was to update NIIF 0014. Therefore, as the document has been archived, the NIOC has agreed to resolve this issue without further work. • Issues in Initial Pending: • N/A

  11. Joint AMOC Meetings PTSC Status Updates on NIIF Referred Items in the joint AMOC meeting between NIIF NIOC and PTSC. The NIOC had previously referred questions related to several working NIIF issues and was looking for updates and status from PTSC. The three major topics addressed in this joint meeting were: • TRS (Telecommunications Relay Service) in the IP world • Call Forwarding is Causing Looping When New Technology is Involved • Network Management Controls for High Volume Call In (HVCI) Events when VoIP Technology is Involved TRS in the IP world discussion • PTSC presented several power point presentations related to TRS. After considerable discussion it was determined that the PTSC would need to develop a TR (Technical Report) related to TRS in the IP world. The TR should cover the convergence situation where one leg of a call could be over the IP realm while the other leg of the call could be over PSTN when considering solutions. A new issue needs to be created at PTSC for the creation of the IP TRS TR. It was identified that there will also be billing and ordering impacts related to this topic. The final TR will impact the OBF and NIOC committees, and when the TR is finalized in the PTSC new issues will need to be created at OBF and NIOC. PTSC and NIOC will continue to communicate and provide input during the creation of the PTSC TR.

  12. Joint AMOC Meetings PTSC Status Updates on NIIF Referred Items in the joint AMOC meeting between NIIF NIOC and PTSC continued. Call Forwarding is Causing Looping When New Technology is Involved • The NIIF NIOC has an active issue #0269, Call Forwarding is Causing Looping when New Technology is Involved. During discussion it was determined there may be a need to discern between looping to new parties vs. looping during call forwarding when considering solutions. The next steps for the looping issue include: using historical information as a tool used for testing routes, as well as documenting the various mechanisms that are used for forwarding. It was also noted that there is a need to support all three inter-workings when considering solutions to the looping problem. Network Management Controls for High Volume Call In (HVCI) Events when VoIP Technology is Involved • The NIOC has an active Issue #0247, Network Management Controls for High Volume Call In (HVCI) Events when VoIP Technology is Involved. This topic describes a problem which occurs when a message is moving from the IP realm to the PSTN and vice versa. During discussion it was identified that there may be a need to address inter-working at the network management control of the PSTN network at the gateway. This is related to managing SS7 screening. This issue requires coordination and work with the IETF regarding IP congestion. The next steps for addressing the congestion caused by mass calling issue include: the PTSC keeping the NIIF apprised of work occurring within the IETF overload design team and taking the task of looking at cost code to SIP status mappings when T1.679 and the ITU-T Q.1912.5 are used. Additional considerations for the joint NIOC/PTSC meeting: • In conclusion the PTSC and NIOC leadership would need to share information with the TMOC leadership to further determine if TMOC needs to be involved and what the next steps would be for work on the issues regarding TRS, looping, and congestion caused by mass calling. There are presentations available on request once ATIS has completed the review process.

  13. Joint AMOC Meetings Joint AMOC meeting between NIIF/OBF/PRQC/PTSC/TMOC on Ordering for QoS • This joint meeting was led by the OBF IP-NNI (Internet Protocol Network to Network Interface) committee. The OBF IP-NNI was working on an initiative determined in the previous work of the ATIS Exploratory Group on Covergence (EGC) Report and Recommendations. The purpose of this meeting was to determine if solutions had been reached and work could begin by other committees. It was identified that it would be more prudent to be working from the NG-CI (Next Generation – Carrier Interconnect) initiative completed in February 2008 rather than the EGC report which was about 1 ½ years old. It was also noted that additional work may be required from other ATIS committees and completed prior to the OBF IP-NNI coming to conclusions. It was identified that the current OBF IP-NNI work was good work and should be kept in mind as other work is completed before a definite path forward could be determined. There are presentations available on request once ATIS has completed the review process.

  14. Joint AMOC Meetings Joint AMOC NIIF NIOC/OPTXS/PRQC on Proposed Updates of T1.514 and ATIS 0300031 • This joint meeting was led by PRQC responding to the NIIF NIOC request to update the T1.514 so that the NIIF could update the ATIS document 0300031. This work effort related to the NIIF NIOC issue #262, Interconnection Guidelines for Meet Point SONET Architectures. • The PRQC and OPTX SME’s provided significant proposals for updating the T1.514 documentation. In the joint session we discussed following up by soliciting answers to a couple of questions that would assist in squaring away the analysis of the acceptance limits for the prospective agreement to update T1.514. These questions concerned: 1) the assumption parameter α in the original T1.514 Annex B Derivation of Test Limits and 2) operator feedback as to the current extent that individual in-service members of SONET virtual concatenation groups are diversely routed (i.e., outside the same OC-N transport system).

  15. Joint AMOC Meetings JOINT AMOC Working Session on Convergence with NIIF/PRQC/PTSC/TMOC/WTSC • This was a report on the current convergence activities related to the September 2007, ATIS Exploratory Group on Convergence (EGC) Report and Recommendations. It was determined that a method needs to be developed for coordination and tracking of the work in progress, success, roadblocks, identify the areas that need assistance to accomplish the work. Joint AMOC Working Session on Next Generation Carrier Interconnect with NIIF/OBF/PRQC/PTSC/TMOC/WTSC • The NG-CI session was to bring all ATIS committees up to date on the NG-CI kick off meeting in February 2008. At the February meeting work items were developed and those work items were reviewed in the joint session at the AMOC meeting. Each ATIS committee with assigned work items reported their status on some of those items.

  16. Joint AMOC Meetings Joint AMOC meeting on Combined Entity Company Codes (CECCs) with INC/NIIF NRRIC/TMOC CLDR The TMOC CLDR and INC presented the work they had completed on Combined Entity Company Codes Combined Entity Company Code (CECC): A CECC is the Company Code (OCN) of a non-surviving legal entity that has been modified per NECA procedures to remain valid subsequent to a merger or acquisition. In other words: The CECC functions as a placeholder to keep the non-surviving entity’s Company Code (OCN) active Target Company Code (OCN): A Target Company Code is the code associated with the surviving legal entity in a merger or acquisition. The CECC is linked to the Target Company Code in order to identify the current legal name for the CECC. In other words: The Target Company Code (OCN) functions as a reference point to associate the CECC to the correct legal name for the CECC

  17. Other: Phantom Traffic • There has been US Senate Committee action and discussions on Phantom Traffic and potential legislative rulings could take place if the industry doesn’t get together and address the phantom traffic issues. The NIIF will be scheduling a meeting to discuss.

NIOC GS Report Active Issues: Issues Related to Network Management or Management of Network: Autodialer or SMS Congestion • Issue #0281R1, Need for Emergency Notification Best Practices (Accepted 6/21/06) • This issue relates to municipalities or government bodies using autodialer type equipment (ENS) to send emergency notifications within areas of the community resulting in potential network congestion. • The NIOC is working via conference calls with ENS vendors, ENS Service Providers, and ENS users to find equipment, educational and process solutions. A Press Release has been developed and released. The next conference call is scheduled for May 21, 2008. • Issue #0294, ENS Survey Questions while interfacing with the telecommunication network • This new issue was created from issue #281 to finalize the set of questions developed for ENS Users, Service Providers and ENS vendors and have the ability to send them out without waiting for issue #281 to go to final closure. • The questions are close to being finalized, when that happens (target May 21 conference call) the issue will go to initial and final closure and the questions will be distributed. The responses will be used to assist in solutions for issue #281. • Issue #0293, Potential SMS Inter-Network Congestion • This issue relates to congestion caused by SMS messages, typically in emergency or ‘event’ notification. • This is a relatively new issue and work hasn’t started on this issue. However, solutions on the above issues may play a role in solutions for this issue.

NIOC GS Report Active Issues: Issues Related to Network Management or Management of Network: Autodialer or SMS Congestion • Issue #0266, Mass Call Blast Impact on Telecommunication Networks (Accepted 8/15/05) • This issue relates to telemarketer large call volumes impacting and congesting networks • Solutions for issue #281 may assist in solutions for this issue. The ENS community is actively participating in a solution for issue #281. It may encourage the telemarketer community in seeing the benefits in avoiding network congestion situations. • Issue #0277, Auto-Dialer Focused Overloads (Accepted 6/21/06) • This issue relates to ‘social unrest instigators’ who may intentionally try to target or harm the network. • The focus has been on issue #281 as solutions for that issue may help us deal with this issue. Additional information may be obtained from NIOC Co-Chairs.

NIOC GS Report Active Issues: Issues Related to Network Management or Management of Network: Issue #0247, Network Management Controls for High Volume Call In (HVCI) Events when VoIP Technology is Involved (Accepted 8/9/04) • Identified general areas for development of minimum standards that should be considered as requirements for companies that will by interconnecting VOIP technology networks and traditional digital switch or analog switch networks within and between companies which are part of the PSTN. • This issue has been referred to PTSC-SAC with a set of scenarios/questions to be addressed. A joint meeting was held at AMOC. NG-CI work plan item. • Issue #0269, Call Forwarding is Causing Looping When New Technology is Involved (Accepted 8/15/05) • The NIOC is concerned about a case where a call starts in a network and is forwarded to a new destination number in an IP network and then is further forwarded to another destination number in the PSTN. • Questions have been referred to PTSC-SAC and a joint meeting was held at AMOC. NG-CI work plan item. • Issue #0284, SS7 Transit Carrier Screening (Accepted 8/24/06) • This issue is looking at guidelines for carrier screening and other related screening issues • Conference calls are being held with SS7 SME’s and a screening table is being developed. • Issue #0286, Lack of SS7 Transfer Controlled (TFC) Message support will degrade the probability of completion for NS/EP calls (Accepted 5/3/07) • This issue explores the relationship between NS/EP calls and TFC • Vendor survey questions have been developed, sent and are being compiled, SP questions are under discussion

May determine other possible actions in the interim especially since the ‘Phantom Traffic’ initiative. • Issue #0250, Guidelines for the Use of Charge Number Field (Accepted 9/21/04) • Issue relates to jurisdiction parameter looking for greater billing accuracy • Waiting for either Missoula or other regulatory action. May determine other possible actions in the interim especially since the ‘Phantom Traffic’ initiative.

NIOC GS Report Active Issues: NGN or New Technology Issues (note some NGN issues may fall under other categories) • Issue #0287, Development of NGN Documentation • This issue is to create new NGN Documentation similar to the NIIF Reference Document • Developing outline and topics which should be included into the document. Identifying higher priority items. • Issue #0258, National Security/Emergency Preparedness (NS/EP) Calls May Encounter Difficulties When Some Portion of the Call is Served by VoIP Technology (Accepted 1/12/05) • This issue was worked with PTSC to develop mapping and testing for inclusion into the NIIF Reference Document • NCS provided a contribution with the above information after companies review the contribution the NIOC should be able to place this issue into initial closure. • Issue #0254, IP QoS and IP/PSTN Convergence as it relates to the PRQC Work (Accepted 10/13/04) • There are PRQC documents relevant to NIIF work and should be referred to in the NGN document • Create a contribution identifying relevant text to either include in NIIF documents or refer to PRQC documents.

NIOC GS Report Active Issues: Disaster Recovery or Outage Reporting issues • Issue #0278, Interoperability and Services Restoration Guidelines for Telecommunications Disaster Recovery (Accepted 6/21/06) • Develop NIIF guidelines related to disaster recovery • This issue needs to be looked at to determine if this work isn’t being done elsewhere and if a NIIF document would be redundant. • Issue #0292, NIIF Documentation Outage Reporting • The NIOC needs to review and update the NIIF reference and other documents as they relate to outage reporting utilizing ATIS-0100012.2007, Standard Outage Classification. • This is a new issue and NIOC work hasn’t begun

Testing Issues: • Issue #0260, VoP/VoIP and NIIF Testing Guidelines (Accepted 1/14/05) • Look at needs for VoP/VoIP testing in NIIF Documentation • Abstracts will be created in NIIF NGN documentation pointing to relevant areas in the VoIP NNI Testing Framework document. • Issue #0241, ATM High Speed Link Test Plan (Accepted 3/22/04) • This issue looks to revise NIIF documents to include ATM High Speed tests • Contributions have been submitted and need to be reviewed by participants. If accepted then the issue should go to initial closure • Issue #0267, Addition of Number Pooling Code Opening Testing Guidelines (Accepted 8/15/05) • This issue is to add text related to Code Opening in Number Pooling environments • Referred to INC and NRRIC. Work was completed in those committees and NIOC needs to complete work based on input from those committees and update document information. • Issue #0262, Interconnection Guidelines for Meet Point SONET Architectures (Accepted 3/31/05) • This issue is to update tables on SONET architecture not covered in NIIF document. • Working with PRQC to update relevant industry documents. PRQC has done significant work as shared at the AMOC NIOC GS Report

NIOC GS Report Active Issues: Other: • Issue #0288, Minimum Time Frames for Mergers and Acquisitions • It was identified that a minimal time frame for mergers and acquisitions was not in ATIS 0300046, Recommended Notification Procedures to Industry for Changes in Access Network Architecture, Attachment B “BIRRDS Minimum Time Interval” section. • This is a relatively new issue and hasn’t been addressed yet. • Issue #0268, Update NIIF Part XIII Terms and Definitions Document (Accepted 8/15/05) • Update term and definitions used in NIIF documents. • Work is progressing in Joint NIOC/NRRIC conference calls and is close to completion. • NIOC Issue #0295, Documentation Updates for 500/800/900 Series Expansion • Information within NIOC Report • New issue introduced during NIOC #63

Report Active Issues: • Issue #0264: Update the NIIF Mergers and Acquisitions Document (Accepted 6/20/05) • This issue is covering the review and updating of the Mergers and Acquisitions Document to provide companies current information when involved in a merger and acquisition. • Focus at NRRIC #37 was on the contributions received from LNPA and Telcordia. LNPA contribution was accepted with some modifications. Telcordia contribution is still under review by the NRRIC. • Issue #0290, Removal of LERG14 (Diverse Toll Routing) (Accepted 11/27/07) • This issue is to remove the LERG 14 file from the LERG due to minimal data and is not being used. • Responses received to date service providers have indicated that the data in LERG 14 is not being utilized. • Issue #0296, Elements and Guidelines for IP Routing Database (Accepted 5/1/08) • As the industry moves in a direction of IP technology, the NRRIC has identified a business need for developing elements required for an IP routing database. • NRRIC members were asked to go back to their companies to provide input on the elements that would be required for an IP routing database at NRRIC #38.
