  2. Why graduating? • Allocation policy 90/10 – LIC/MIC Moldova received a (Lower) MIC status from OECD in January 2009 • EC became the major Donor and the Main Driver of Change UK – around 15% of EC’s external expenditure 15% of EC’s annual budget for Moldova under ENPI only > € 10 m (2009)

  3. Why graduating? • Multilaterals (WB, EC) and bi-laterals (USAID, SIDA) increase aid to Moldova; new Donors arrive • Commitment to the EU Code of Conduct on the Division of Labour and ACCRA

  4. History DFID programme in Moldova since 2000 focused on three areas: - governance and the institutional environment for poverty reduction; • pro-poor sustainable economic growth; • conflict resolution and peace building. Dozens of projects, including MTEF, CPAR, S-RISP, M-SIF, Stats, SAR, RD, and PBF Total budget > £ 30 million

  5. Graduation Objective 1: • To ensure sustainability of DFID effort in supporting the reform process in Moldova - 90 % is implemented jointly - SWAp in the Social Protection - support to Harmonisation Agenda - focus on the capacity building

  7. Support to the National Development Strategy • To strengthen the GoM’s systems and capacities for policy formulation, implementation, reporting and monitoring, in line with country's strategic priorities and the Medium-Term Financial Framework   

  8. Regional Development • To support the GoM in establishing an institutional framework that promotes balanced and inclusive social and economic growth in the development regions of Moldova

  9. Reform of the Social Assistance • To support the GoM in creating a SA system that will protect the poorest through a targeted cash benefits and social care services and will reduce poverty

  10. Conflict Resolution Started in 2003 in collaboration with FCO: - Capacity building of Transnistrian CSOs • Bridging the Nistru – journalists • Transnistrian Dialogues – young leaders • Ministry/Bureau of Reintegration

  11. Graduation Objective 2: • To share, disseminate and promote the best practices and lessons learned by DFID programme - inclusive project Steering Committees - project closing events/publications - pro-active communication with partners - graduation booklet/event
