  2. What Happened? • $2.4 million fraud against DISD, the proceeds of which paid for: • a 49-foot sport-fishing yacht, • credit card payments, • trips to Key West • tens of thousands of dollars in bribes made via wire transfers, checks and "envelopes filled with cash," the indictment alleges.

What Happened? • Dec 2002: DISD - RFP for “E-Rate” grant • “Seat Management” contract w/Micro Systems Enterprises • “per-seat payments for desktop computers by purchasing the right to use the vendor’s computer and resources while the vendor continued to own and be responsible for the computers’ upkeep.” (US Department of Justice, 2007, p.1) • MSE won grant and $35 million dollars

  6. The Fraud… Set up Dummy Accounts to Receive Payments Freddie Wong, from now debunk Micro System Enterprises

  7. What Happened? • Received $65K from DISD w/resignation • May 2007: Federal government indicted Bohuchot

The Counts… • CONSPIRACY TO BRIBERY INVOLVING FEDERAL PROGRAMS • 2 BRIBERY CONCERNING PROGRAMS RECEIVING FEDERAL FUNDS & AIDING and ABETTING • 2 BRIBERY CONCERNING PROGRAMS RECEIVING FEDERAL FUNDS & AIDING and ABETTING • CONSPIRACY TO LAUNDER MONETARY INSTRUMENTS • OBSTRUCTING and IMPEDING an OFFICIAL PROCEEDING • FALSE STATEMENTS on a TAX RETURN • FORFEITURE ALLEGATION • Highest Offense Level: Felony

The Potential Penalties… • If convicted of the charges against them, the men face the following maximum penalties: • Conspiracy to commit bribery – five years in prison and a $250,000 fine • Bribery – 10 years in prison and a $250,000 fine • Money laundering – 20 years in prison and a $500,000 fine • Obstruction of justice – 20 years in prison and a $250,000 fine • Filing a false tax return – three years in prison and a $250,000 fine
