Canada-Jamaica Marine Security Partnership MARITIME SECURITY • Complied substantially with SOLAS Amdts/ISPS Code 01 July 2004 • Government Implements through: • Port Authority of Jamaica (PAJ) as “Designated Authority”, for Port Facilities • Maritime Authority of Jamaica (MAJ) as “Administration” for Ships and “Control/Compliance (port entry) • National Accreditation Committee (NAC) • Oversight for Port Facilities - Certification and Compliance • Some Challenges Maintaining Compliance N.B. MAJ is focal point for IMO

Canada-Jamaica Marine Security Partnership MARITIME SECURITY • MAJOR CHALLENGES:` • Legislation in draft stages and enshrined in both the Shipping Act and Port Authority Act • Inadequate (Follow-Up) Structured Training mainly for Port Facilities • Inspection/Enforcement • Specific type, viz cruise ship security • Comprehensive Implementation of Consistent and Security Plans

Canada-Jamaica Marine Security Partnership MARITIME SECURITY • EXTERNAL ASSISTANCE • OAS/CICTE – Port Security Assessment Programmes • US COAST GUARD – International Port Security Programme • CANADA – Counter-Terrorism Capacity Building Programme Building (CTCB) initiative: ‘CANADA-JAMAICA MARINE SECURITY PARTNERSHIP’

Canada-Jamaica Marine Security Partnership THE CANADA-JAMAICA MARINE SECURITY PARTNERSHIP • Transport Canada initiative facilitated by Dept of External Affairs to Establish Needs-based Programme for Port and Marine Security • Basis is Cooperation and Bi-lateral Assistance relating to marine security especially capacity building • Sharing information including policy and legislative development; best practices; new technologies; communication and intelligence sharing • Training Jamaicans through specially designed courses, participation in Canadian training programmes and observer status at marine security exercises in Canada.

Preliminary Action Plan Developed 3. TC “Needs” Identification Visit to Jamaica March ’08

Canada-Jamaica Marine Security Partnership • ACTION PLAN-PHASE 1 • Establish info exchange links on Canada’s marine security policy and legislative development and approval processes • Establish info exchange links in TC on selected operational topics such as best practices for cruise search techniques, conducting drills and exercises, new technologies for detecting radio-active substances • Identify contact points in other Canadian LEAs such as Canada Border Services Agency, Coast Guard, RCMP, as basis for sharing info on trends in illegal activities

Canada-Jamaica Marine Security Partnership • ACTION PLAN-PHASE 1 (cont’d) • Knowledge Transfer Opportunities • Attending Marine Security Inspection and Enforcement Course - Feb ’08 • Conducting Joint “Needs” Identification Visit in Jamaica (March ’08) with three objectives: • ID the scope, delivery mechanism & syllabus for cruise ship security workshop • ID possible follow-on opportunities • ID opportunities for strengthening Jamaica’s policy framework on port & maritime security • TC Design/Deliver Customized Cruise Ship Security Workshop – Implement in late ’08 in Jamaica

  15. Canada-Jamaica Marine Security Partnership • CONCLUSION • Canada-Jamaica bilateral arrangements to strengthen cooperation and assist Jamaica with MARSEC development needs.
