  1. Future Opportunities for RECP Programme Anthony SF Chiu Member, Global Green Industry Platform Technical Expert Group Member, Philippine Delegation to CSD 19 & Rio+20 Member, National Pollution Adjudication Court, Min of Environment

  2. Future Opportunitiesfor RECP Programme • Baseline data scarcity in developing countries • Benchmarking effort for efficiency performance measurement in priority industries • Importance of life cycle thinking and cultural aspect (LCA is softly restricted to envi issues) • Importance of value chain (resource efficiency top priority)

  3. Future Opportunitiesfor RECP Programme • Consumption vs production, mostly done now in consumption of raw material by producers • Consumption portion is targeted through SPIN and eco-labeling, SPP • Innovation is key to technology leapfrog, and many other leapfrogs. • Base of Pyramid (BoP) be integrated to the innovation and Greening, to poverty eradication

  4. Future Opportunitiesfor RECP Programme • Sustainable Business Model - integration and mainstreaming or “slide into the mainstream”? – the case of the production world and IFPR22 Iguazzu. • Mindful of existing works … both theories and practices (BAT, etc.) - JCLP 2015 “Grand Conference” in Oct/Nov in Baercelona. • Top down, bottom up, or side way in?

  5. Future Opportunitiesfor RECP Programme • GI / GE practical tool to target beneficiaries ….. EID, EIP, …. System efficiency and chemicals management; …. Large company (policy support), SMEs (toolbox) • Green industry and Greening the industry … LGU and national government need to support each other; • Champion identification among stakeholders

  6. GIP TEC Awareness Raising & Outreach • Increase the number of companies participating in the Green Industry Platform and address the need to build up momentum for the private sector to apply existing approaches and tools;

  7. GIP TEC Awareness Raising & Outreach • Create added value throughout the supply chain through the promotion, outreach and provision of relevant information, ideally through the establishment of a knowledge management component of the Platform which provides its members with a source of credibly assessed information and facilitates the exchange between members on relevant topics.

  8. GIP TEC Awareness Raising & Outreach • Functions of the knowledge management component would include the collection and showcasing of best practices amongst members, examples of thematic policies and regulations and the facilitation of regional technology and best practice transfer. The Platform would thereby be able to map out what different approaches to green industry could be taken by both individual businesses and sectors.

  9. GIP TEC Projects and Activities • Platform members should be surveyed with the goal of discovering what they would be interested in doing concretely;

  10. GIP TEC Projects and Activities • Resource efficiency should be primary focus are of the Platform and revolve around specific case studies - a concrete first result would be to aid a company switch its production methods to include new water-saving and recycling technologies;

  11. GIP TEC Projects and Activities • Waste management is another area which the Platform should target - activities in the construction sector could be undertaken and a quick win could be putting small-scale recycling, in areas such as metals, into practice;

  12. GIP TEC Projects and Activities • The development of new business models aimed at reduction of resource use and negative environmental impacts.

  13. Research • Establishment of a relevant data matrix to enable benchmarking amongst participating businesses, with the Platform providing feedback on where they stand in relation to similar sized businesses in their field;

  14. Research • Or, that instead of a self-assessment, an independent evaluation or ranking could be carried out for Platform members;

  15. Research • That the Platform help generate data based on carefully selected indicators, bearing in mind the challenge of determining what to measure and how.

  16. Other Opportunities Need to work harder to up-scale the “awareness” at higher level; e.g. China hosting APRSCP case [Massard] • - support to programs • - awareness raising in the private sector • - national funding mechanisms • - coordination between multilateral organizations
