Goals / Assumptions Problem / COA’s • Goals: • Provide modern facilities that enhance the learning environment • Create synergy between SSUSD operations and services • Maximize money available for new construction • Remain cognizant of NAWSCL’s future plans • Site new school on Federal Property but outside the perimeter fence • Assumptions: • New construction is more cost effective than renovation/modernization • Increased capacity will be based on Navy mission data • Need to satisfy Federal and State site selection criteria • Leverage 2019 10 Year SSUSD Facilities Master Plan (complete July 2019)

Facility Condition Problem / COA’s • Three Condition Assessments of Richmond Elementary • Assessment 1: • 17 December 2010 • Current Condition Index: 65% Q-3 Rating • Future Condition Index: 56% Q-4 Rating • Assessment 2: • 23 February 2018 • Current Condition Index: 56% Q-4 Rating • Future Condition Index: 42% Q-4 Rating • Cooperative Strategies Assessment: • 15 Jan 2019 • Facility Condition Index: 69.8% • Based on the current physical condition of Richmond Elementary, it is • recommendedthat SSUSD consider new construction vs modernization

Construction Management Problem / COA’s • Plan to utilize internal Director of Construction • Plan to utilize Owners Representative for Cost, Schedule,and Configuration Management • District has considered several construction management options • Construction Management At-Risk • Lease/Leaseback • Design/Bid/Build

Construction Management Problem / COA’s • District is proposing Construction Management at-Risk • Legal counsel recommendation • Recommended by various experts in the field • Potential of eliminating overruns due to change orders • Pre-construction services available • Single payment to contractor • CM provides contractor's perspective during design • CM assists in the value engineering • CM performs quality control to reduce common design problems

Construction Management Problem / COA’s • Construction Management over Prime • Recently completed modernization and new construction utilizing this • method • Perceived loss of district control and cost overruns • Do not plan to use this method at this time • Design/Bid/Build • Requires extensive management by District • District must accept Low Bidder • High probability of cost overruns (no collaboration) • Do not plan to use this method at this time • Lease/Leaseback • Not supported by OEA • Do not plan to use this method at this time

Financial Capabilities Problem / COA’s • SSUSD Intends to Apply for Project Planning and Construction Grants • Project Planning Grant • SSUSD currently has $900K available for construction • SSUSD expects to receive $988K Office of Public School Construction (OPSC) • Funding for BHS Project (OEA Funded) in May 2019 • SSUSD can meet 20% match for up to $8M DoD Planning Grant • Construction Grant • SSUSD expects to receive $12M OPSC Funding for MMS/BHS Projects in 2021 • SSUSD could meet 20% match for up to $60M DoD Construction Grant
