Governance of the Coast

The Hazard Mitigation Grant Program as an example of relationships between national, state and local governments.

  • The United States Congress Adopted the Robert T. Stafford Disaster Relief and Emergency Assistance act which was amended by the Disaster Mitigation Act of 2000

  • The act authorizes the Federal Emergency Management Agency (FEMA) to make grants to states for a number of purposes including mitigation.

  • The grant contract between FEMA and the state authorizes the state to make grants to local governments for mitigation projects.
