  1. Ecosystem Approach to Fisheries (EAF), Climate Change Adaptation (CCA), Disaster Risk Management (DRM) and Small-scale Fisheries (SSF) Issues, constraints, challenges, and recommendations for development and implementation of policy

  2. EAF? The ecosystem approach to fisheries strives to balance diverse societal objectives, by taking into account the knowledge and uncertainties about biotic, abiotic and human components of ecosystems and their interactions and applying an integrated approach to fisheries within ecologically meaningful boundaries source: FAO Guidelines 2003

  3. CCA/DRM? • CCA: The adjustment in natural or human systems in response to actual or expected climatic stimuli or their effects, which moderates harm or exploits beneficial opportunities (UNISDR 2009) • DRM: The systematic process of using administrative directives, organizations, and operational skills and capacities to implement strategies, policies and improved coping capacities in order to lessen the adverse impacts of hazards and possibility of disaster (UNISDR 2009)

Moving towards development and implementation of policy: critical Issues • Increasing vulnerability context - responding to the future extreme events require bolstering CCA/DRM as a first line of defense, along with disaster preparedness and response. • Insufficient will at all levels • Congruence needed: EAF, CCA and DRM developed in parallel but not integrated (implications for resources etc). • Inadequate policy, institutional structure, and legal-institutional arrangements for EAF, CCA, and DRM. • Weak knowledge and information mobilization and communication at all levels • WHAT ELSE?

Constraints/Challenges • There will always be weather and climate “surprises” • Limited human, technical, and financial resources • Institutional weaknesses and capacity issues (FD, FFOs) • Overlapping, competing, and conflicting government agency jurisdiction affecting coordination and collaboration at all levels. • Ownership, leadership coordination at national and local levels: EAF+DRM + CCA + all stakeholders • Technical capacity for EAF/CCA/DRM within CRFM • Donor/partner coordination – making sense of what’s available to support implementation.

Recommendations: for Governments • Political will for and commitment to implementation of EAF/CCA/DRM be increased in the region. • Linkages and collaboration be strengthened among FD and other government ministries and departments to improve general understanding of EAF/CCA/DRM and facilitate its implementation. • Build public private partnerships at national levels. • Encourage investment for EAF/CCA/DRM through development of regional programmes to reduce vulnerability of fisherfolk and their communities.

  9. Recommendations: for Governments • Develop and apply process and legal requirements for Strategic Environmental Assessment (SEA) and/or Environmental Impact Assessment (EIA) for all activities and/or development that have an impact on the coastal and marine environment. • Where they do not exist develop or strengthen and/or implement fishery management plans, but expand to include broader ecosystem considerations.

Recommendations: for CRFM/CNFO • Strengthen and maintain momentum for the shared vision and strategic partnership/alliance on integrating EAF/CCA/DRM into fisheries and aquaculture. • Formalize and strengthen existing mechanisms to improve interaction between main international, regional, and national stakeholders in CCA/DRM and fisheries, including development banks. • CRFM to continue to take lead and advocate the inclusion of fisheries into regional and national CCA/DRM mechanisms.

Recommendations: for CRFM/CNFO • Coordinate and develop appropriate regional instruments and networks for EAF/CCA/DRM and fisheries and aquaculture. • Improve regional research capacity, data, and information exchange between all stakeholders and at all levels. Raise awareness; develop capacity for EAF/CCA/DRM. Capture and disseminate local and indigenous knowledge and good practices. • Encourage and lobby for changes to fisheries legislation, regulations or policy which formally adopts the principles of EAF.
