Texas Long-Range Plan for Technology, 1996-2010 “To prepare students for the 21st century, it is the policy of this state that a superior education should be available to all students under a thorough and efficient system of public education. Educational resources shall be devoted to the maximum extent possible to the instruction of students. To accomplish those purposes, public education must use, in a comprehensive manner, appropriate, accessible technology in all aspects of instruction, administration, and communication.” Education Service Center, Region 20

  5. The Texas STaR Chart • Determine progress toward meeting the goals of the LRPT as well as meeting campus and district goals • Create individualized assessment tools. Administrators can use the tool as a basis for technology assessments and to evaluate varied perspectives of different staff. • Determine funding priorities • Help conceptualize campus’s or district’s vision of technology • Provide data to school boards and community, campus, or district planning committees Education Service Center, Region 20

  6. The Texas STaR Chart The Long-Range Plan for Technology, 1996-2010 and the Texas STaR Chart identify four Key Areas: • Teaching and Learning • Educator Preparation and Development • Administration and Support Services • Infrastructure for Technology Education Service Center, Region 20

  8. The Texas STaR Chart According to data collected during the 2001-2002 Benchmark Year of the Texas STaR Chart, the statewide average of districts reporting in all four areas indicates that the State is at the level of Developing Tech. Education Service Center, Region 20

Technology Integration: Key Areas Teaching and Learning • Principals report: • all teachers use technology for administrative record keeping (60%) and communicating with colleagues (42%). • Fewer teachers communicate with parents via email, create electronic lesson plans, or deliver information via multimedia or PowerPoint presentations (3% to 12%). “Our challenge in teaching and learning is to move traditional learning and teaching from teacher to student, to a system empowering citizensfor a global and digitalworld of information.” Education Service Center, Region 20

Technology IntegrationTeaching and Learning Barriers to Using Technology— Principals are saying: • Teachers lack time to learn and practice ways to use technology (94%). • There is inadequate access to computers in the classroom (80%). Teachers are saying: • Time is limited due to curricular requirements (79%) and testing pressure (70%). • There is inadequate access to computers in the classroom (81%). Technology Integration: Key Areas Educator Preparation and Development • SBEC certification standards in Technology Applications for all beginning teachers • Based on Technology Applications TEKS for grades 6-8 • TEA recommends current educators meet same standards “Professional development carries the urgent charge of supporting - indeed of catalyzing - the move from traditional schooling to 21st Century schooling.” Education Service Center, Region 20

Technology Integration: Key Areas Administration and Support Services • Administrators play a critical role in the successful integration of technology by: • knowing what their schools need • doing what needs to be done to fulfill those needs. “Fulfilling the vision of technology requires district leaders who articulate and advocate a vision of what technology can do for teaching and learning,and school operations.” Education Service Center, Region 20

Technology Integration: Key Areas Infrastructure for Technology • Principals report: • Classrooms have at least one Internet connection (99%). • Classrooms average more than 4 drops per room. • At home, Texas students: • Have a computer (79%) and • Internet access (69%) “While school connectivity presents tremendous challenges, implementing that connectivity offers new and exciting opportunities for transforming the institutionof schooling.” Education Service Center, Region 20

ISTETechnology Standards for School AdministratorsTSSA Draft Framework, Standards, and Performance Indicators (v4.0) Educational leaders: • Inspire a shared vision for comprehensive integration of technology and foster an environment and culture conducive to the realization of that vision • Ensure that curricular design, instructional strategies, and learning environments integrate appropriate technologies to maximize learning and teaching • Apply technology to enhance their professional practice and to increase their own productivity and that of others (model effective use of technology) . ISTETechnology Standards for School AdministratorsTSSA Draft Framework, Standards, and Performance Indicators (v4.0) Educational leaders: • Ensure the integration of technology to support productive systems for learning and administration • Use technology to plan and implement comprehensive systems of effective assessment and evaluation • Understand the social, legal, and ethical issues related to technology and model responsible decision-making related to these issues Education Service Center, Region 20

Funding Sources • E-Rate • A federal program that provides eligible K-12 public schools and libraries 20% to 90% discounts on approved telecommunications, Internet access, and internal connections costs • Discounts based on the number of students eligible for the National Free Lunch Program • http://www.sl.universalservice.org/ Education Service Center, Region 20

Funding Sources • State Technology Allotment • $30 per student per year since 1992 • Funds may be used to: • Purchase electronic textbooks or technological equipment that contributes to student learning • Train educational personnel directly involved in student learning in the appropriate use of electronic textbooks and for providing for access to technological equipment for instructional use • Technology Allotment funds flow to the district from TEA, and the district is held accountable for the use of those funds. • http://www.tea.state.tx.us/technology/ allot/index.html Education Service Center, Region 20

Funding Sources • NCLB Title II, Part D formula funds • Distributed to eligible LEAs on the basis of each LEA’s proportionate share of funds under Part A of Title I for that year • At least 25% must be spent on ongoing, sustained, and intensive high-quality professional development. • Must have an approved technology plan. • http://www.tea.state.tx.us/student.support/tentent.html • Along with targeted funding for technology, many of the education programs, such as Reading First, allow recipients to purchase technology resources to accomplish the program’s goals.
