    3. Hennepin County: Before the e-waste law Hennepin County has successfully operated a consumer electronics recycling program since 1992. The first chart on this slide shows that the quantity collected has grown to 2,266 tons. Every year, HC has been processing increased quantities of e-waste. 3.94 pounds per capita in 2006.     4. Hennepin County: First Year The first year of the statewide e-waste program began on July 1, 2007. Tonnage up 12% 643 vs. 720 lbs.643 vs. 720 lbs.

    5. Hennepin County Request for Bid Request for bid was issued for the county’s past service. The county’s service was to collect, transport and arrange recycling from 7/9/07 – 9/30/07. 85% of pounds collected was covered by law. Bid will open on 10/30/07. TO ASSIST MANUFACTURERS IN MEETING THEIR OBLIGATIONS! TO ASSIST MANUFACTURERS IN MEETING THEIR OBLIGATIONS!

    6. Lessons Learned by Hennepin County Recycling options must be reliable, convenient, & affordable: Year-round Customer-focused Promoting county’s program while encouraging manufacturers to participate. Coordinating with recyclers.

    7. Lessons Learned by Hennepin County How to Adapt: New operational requirements for . . . Sorting & weighing Documenting & reporting Offers by recyclers and manufacturers. Maintain high environmental standards. Use State contractor See Principles for Responsible Recycling (SWMCB)

    8. The Coordinating Board (SWMCB) Activities List of private collectors & recyclers on GreenGuardian.com Sent notification that they must register. Developed “Principles for Responsible Recycling.” Creating a Tool Kit to promote e-waste recycling. Summarizing county regulations.

    9. Conducted a County Survey Title: “How is the e-waste law working from the local government perspective?” Purpose: Find out what’s changed and what’s needed. Sent: To all Solid Waste Administrators and the SWMCB counties last week.

    10. Findings 39 responses received (out of 87 counties). Population of people in responding counties:

    11. Findings: Changes since Law Passed Collection activities: 28% reported an increase of 1-14% 15% increase of 15% or more 56% no change Fee changes: 13% reported a decrease 5% an increase 82% no change

    12. Findings Quantities: 31% reported an increase of 1-14% 20% increase of 15% or more 49% no change Partnerships with recyclers & manufacturers: 24% reported an increase 76% no change

    13. Survey Results: What is needed? Manufacturers need to increase efforts. Fund all costs (collection, trans., recycling). Establish transparent and honest reporting.

    14. Increase communication among stakeholders. More technical assistance. Audit procedures. Time for the system to develop.
