A combination of both? • Teachers: qualified personnel? • Training Programs: compendium of phraseology with non routine situations • Deadlines for certification?: nobody knew anything! ICAEA 2011 BUENOS AIRES - ARGENTINA STAGES THE TIME IS NOW: Desperation • Teachers: Part of the aviation family • New working groups: expertise and knowledge • Programs: Focused on the requeriments of ICAO • Courses: voluntary attendance (more stable and better organized) • Deadlines for certification?: NOW! • Proficiency examination?: A mystery! • What was the reaction of ATCOs?

  9. ICAEA 2011 BUENOS AIRES - ARGENTINA BRAVE AND SUICIDAL ATCOs • They take the exam almost without knowing what it was like • Certifications: Level 4 and 5 • The were some failures • Evaluation methodology • ATCOs are involved in the design and implementation of new programs

ICAEA 2011 BUENOS AIRES - ARGENTINA STAGES LET IT FLOW!: Organization • A Change Management Process is implemented • A new profile of future ATCOs is implemented (entrepreneurial, high level of English, positive attitude) • Commitment of the directors of the new administration. • New courses: 4B intensive (experienced ATCOs) • What is the reaction of ATCOs?

  12. ICAEA 2011 BUENOS AIRES - ARGENTINA NOT TO DENY ERRORS! WE HAVE TO RECOGNIZE, ACCEPT, PREVENT AND CORRECT THEM IN ORDER TO IMPROVE THE SERVICE QUALITY AND TO ENSURE SAFE OPERATIONS

  14. ICAEA 2011 BUENOS AIRES - ARGENTINA PERSONALITIES The motivated ATCO • Young people: new generations • Older people: great effort and interest • ATCOs that have understood and accepted ICAO guidelines from the begining

  15. ICAEA 2011 BUENOS AIRES - ARGENTINA PERSONALITIES The ATCO has lost his/her compass • Still continue asking: WHAT IS THIS? • ATCOs that need more help and guidance • A NEW CHALLENGE?...
