Why charter schools? • “My interest in looking at charter schools in New Zealand would be to cherry-pick the best from around the world.” (Minister Parata) • “The future of this political party, I think, is going to be substantially predicated on the success of the charter school trials because everything we stand for and stand against comes together.” (Minister Banks) • "We want something cool and effective….   4. The NZ experience • 2,700 charter schools • Diversity + choice = social segregation • Autonomy + cultural capital = gaming • Voucher = part-funding

  5. Overseas experience • diversity + choice + standards = creaming +cleansing

  6. Main effects of overseas charter school systems after 20 years • ANZ consistently ranks higher than Sweden, England, USA in PISA • No lasting or overall reduction in educational inequalities • Highly variable results despite commonplace selection, start-up and funding advantages

Trial evaluation criteria • Disinterested • Lottery by census or application • Prior attainment and dispositions of students • Selection/self-selection practices • Attrition rates and changes in student composition over time • Adult: student ratios and contact hours • Public and private revenue and resources • Rich measures of educational outcomes

  8. Predictions • Students in trial schools will make greater gains than comparison school students • Students in trial schools will not be the most educationally disadvantaged overall • Fewer disadvantaged students will get into trial schools over time
