  4. Education in a borderless world The global education environment is rapidly changing. Technology advances, digital natives, the rise of Massive Open Online Courses (MOOCs), and international expectations are all changing the learner experience. At NZQA we are grappling with how we can respond to these changes and continue to offer client-focused services. 4

Quality assurance in a borderless world NZQA’s Future State work will: • make qualifications more portable and transferable • ensure graduates have more consistent skills and knowledge • list all prior learning in one easily accessible place • give New Zealand qualifications greater international recognition. 5

NZQA Future State workstreams There are three workstreams of particular interest to PTEs: • The New Zealand Qualifications Framework • Referencing the NZQF with international frameworks • Assuring the national consistency of graduate outcomes • Accessing the NZQF through the Careers New Zealand website • Credit recognition and transfer and recognition of prior learning • Universal Record of Achievement 6

  8. International recognition of the NZQF Aligning the NZQF with the European Qualifications Framework Referencing the NZQF with the Australian Qualifications Framework Working with the: • Thailand Professional Qualifications Institute • Malaysia Qualifications Agency 8

Completing TRoQ NZQA and the tertiary education sector are meeting the challenge • NZQA is on track to meet the overall target of 1300 qualifications at levels 1-6 on the NZQF by the end of 2014. • There has been a 72% cumulative reduction in the number of qualification applications received. 9

Assuring consistency of graduate outcomes Graduates achieve the same outcomes wherever the qualification is achieved How well does the evidence demonstrate that graduates of each programme match the graduate outcomes of the NZ qualification? • Scheduled consistency reviewswith independent reviewers. • Each TEO attends to present their evidence. • TEO evidence is rated sufficient/not sufficient. • Consistency of qualification outcomes is confirmed/not confirmed. 11

  12. An enhanced information link with Careers NZ Helping learners understand career choices related to their qualifications NZQA and Careers New Zealand are linking their websites to show detailed and relevant information about qualifications on the NZQF and their related employment pathways. 12

Credit recognition and transfer (CRT) Credit for outcomes already achieved is recognised as credit for comparable outcomes in another qualification Recognition of prior learning(RPL) Assessment of a student’s relevant and current knowledge and skills gained through prior learning, but not with a formal credential & Ensuring quality prior learning is not repeated unnecessarily 13

  14. Barriers to recognition (CRT and RPL) NZQA is exploring: • the barriers to recognition of CRT and RPL decisions and • how to overcome these barriers. 14

  15. Quality assuring CRT and RPL decisions NZQA is exploring how: • its quality assurance processes can maximise the value and quality of CRT and RPL and the opportunities for CRT and RPL. 15

Establishing the Universal Record of Achievement Having a record of all individual learning recognised by NZQA NZQA is working towards: • establishing a Universal Record of Achievement that recognises all quality assured learning an individual has completed • having a record that is useful to learners, providers and employers • improving NZQA’s sources of educational information. 16

Evaluative Quality Assurance Framework (EQAF) External evaluation and review (EER) enhancements NZQA is making the changes recommended by the 2012 independent report of the EQAF: • Performance reporting now includes both Māori and Pasifika learners. • Enhanced evaluator training, moderation and sector resources. • EER process now adapted for English language schools. • EER categories introduced for ITOs. 17

Evaluative Quality Assurance Framework (EQAF) Self-assessment case studies - learning from each other • Five education organisations have shared what they have learned through self-assessment. • The learnings are useful for a wide range of organisations. • These case studies can be downloaded from the NZQA website. 18

  19. Evaluative Quality Assurance Framework (EQAF) • EQAF is being integrated into all quality assurance processes run by the Quality Assurance Division. • Mātauranga Māori Evaluative Quality Assurance is also being integrated into quality assurance processes. 19

Infrastructure changes to support Future State The Sector Qualifications Register (SQR) • NZQA has developed the SQR database to store information about qualifications and related items listed on the NZQF. • Any organisation or individual can download specific and targeted qualification data from the SQR using the SPARQL interface. • This database is one of three databases being developed to store data for the education sector. 20

  21. Infrastructure changes to support Future State Tertiary Information Future State • The Ministry of Education, NZQA, the Tertiary Education Commission and StudyLink are creating a linked data infrastructure for the tertiary education sector. 21
