  2. Objectives • Assist Parties in meeting reporting obligations • Support the evaluation of emission reduction strategies • Facilitate technical review • Allow for the effective assessment of compliance

  3. Scope of the guidelines • Reflect the objectives; • Policy issue ! • Main question: legally binding (should/ shall). • Ask guidance to IC + flag EMEP/SB; • Important: not only compliance, but keep in mind guidelines also meant to provide info for modeling and evaluation

  4. Scope • Include a para on substances and years again; • Flagged issue: PM (10 and 2.5) in the GL, because of policy developments No mandatory data before 2000. • Strike out some POP’s ?

  5. Concepts and terms • definition of TCCCA: stay close to IPCC definition • Focus consistency: Parties should aim at reporting the same data for the same sources to international bodies ! Depends also on definitions (UNFCCC, EU/NEC, LRTAP)

  6. Reporting • Go back to the format of the current guidelines: methods and reporting; • Section IV methods will exist of: • General (reporting necessity); • Recalculations; • QC and review; • Uncertainties (estimate)

  7. Methods • (should or) shall use methodologies in the Guidebook; • Go back to the text of the old GL; • Include a para to reflect QA/QC. • Adjustments? Issues: need for modeling ? Comparability ? Follow UNFCCC guidelines (not very clear)

  8. Methods • Fuel consumed / fuel sold Definition confusing. Complex, political issue Leave flexibility in the GL? Modeling: effect based (health) = consumed; Policy: transparancy/comparability (fuel statistics = sold Effect for most Parties negligible ? Flagged issue !

  9. Methods • Large Point Sources: Move some para’s to Annex (18 – 20 incl. table 1A); Check definitions and capacity to consider (also related to other obligations like EPER); include PM • EPER = public information. Not enough detail for modeling • IIR: explain differences between EPER and LRTAP

  10. Recalculations • Defined as: recalculation and time series consistency; • Issue: recalculations may affect commitments. • Political issue! Suggestion: include para 17 from old GL. Leave formulation on fixed emission ceilings open

  11. Recalculations • Recalculation by means of adjustment procedure (old para 33) ? (Ireland); • How to report on recalculations should be included in the GL • Recalculation of complete time series: also recalculation of projected emissions !

  12. Reporting/ Projections • Flagged issue: include additional projected AD for IAM; • How to deal with AD under the Convention.

  13. Summary flagged issues • Scope of the Guidelines (shall/should); • Substances: include PM (10 and 2.5), strike out some POP’s; • Fuel sold/ fuel consumed; • Recalculations (fixed emission ceilings); • (not yet discussed): how to deal with several definitions (a.o aircraft emissions under UNFCCC, LRTAP, NEC).
