Welcome to ECRAF Congress 2012 in Zaragoza! This year the ECRAF annual Congress will be hosted by our Spanish friends in the historical city of Zaragoza, the capitol of the famous, historical region and former kingdom of Aragon. The city is the fifth largest city in Spain, an is a major cross road between Madrid, Barcelona, Valencia and Bilbao. The Spanish Armed Forces has kindly invited the ECRAF family to their country for one of the most important events for the organization – the ECRAF Annual Congress. I would like to express my sincere thanks to our host, and I am grateful for giving ECRAF delegates the opportunity to have a small taste of the Spanish way of life. The main topic for this year’s Congress is “Lessons identified and learned in road safety in international operations”. All nations have experiences from operations. The question is how we identify those experiences, and how we implement and learn from the same experiences. This crucial question will be dealt with both in a practical and more theoretical way during the Congress. I do believe this year’s main topic will be greatly appreciated by the delegates, and create interesting and challenging discussions. Sharing experience, and having the opportunity to discuss important questions among friends to the benefit of better Road Safety in our national Armed Forces is what the annual congress is all about. I wish you all welcome to the Congress 2012 in Zaragoza! Oddvar Haagensen Colonel (R) NOR F President ECRAF 6 3
