WHY THE FORUM? • Mining faces complex issues • Debated globally • Public forums, e.g. NGOs, industry, etc • Intergovernmental organizations, e.g. some UN orgs • Absence of input from mining officials in the global policy debates • NGOs, Industry -- organized globally, mining officials sometimes isolated • Policy input in UN and other intergovernmental orgs sometimes exludes mining regulators • Fosters the view of mining solely as a liability

WHY THE FORUM? • The World Summit in Johannesburg: an opportunity? • Plan of Action: a mining section (para 46) • A new message « Mining can contribute to SD » • Focus now on making progress not more constraints on mining • Opportunity for mining officals to be exposed to international best practices; and to have a voice in global mining related policy debates through the Establishment of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development

OUTCOMES: THE FORUM • Forum outcomes (2 Geneva meetings) • Template for national mining policy framework • Framework: Investors’ perception of country risks • Recommendations concerning: Equitable sharing of benefits from mining; Financial surety and mine closure; and Environmental Impact Assessmen • Formation of an Market Outlook Committee

  5. FUTURE: THE FORUM • Future topics (Moscow September 2007) • Optimizing benefits from mining • Good governance and relationship to private sector investment decisions • Community benefits and development

OUTCOMES: LAST MEETING • Recommendations • More support for geomapping and EIA • Need to integrate social and economic objectives • Vigilance to unjustified barriers to market access for minerals/metals • Establish Investment Outlook Cttee and • Cttee to prepare for 2010-11 UNCSD meeting: linkages with other parties

FORUM:UNCSD MEETING • Opportunity for mines ministries to work together to • Show leadership in enhancing contribution of mining to SD • More effectively communicate progress on advancing issues • Promote mining investment for national development • Enhance influence on global policy debates • Promote more support for capacity building

  8. ROLE FOR THE FORUM? • Forum does not compete with existing regional and other intergovernmental organizations • No ASM projects: ASM the focus of other orgs (i.e. CASM) • Provides platform to promote outcomes of CASM • The only global intergovernmental organization • An invitation to all other organizations to work together for more comprehensive and effective input in the UNCSD process • They will all be contacted by the Forum Committee to work together

MEMBERSHIP IN THE FORUM • Forum: Voluntary partnership, no financial or legal obligations • Membership: National governments • Focus on Mines Ministries • National delegations • Can include stakeholders: industry NGOs, etc. • Observers • Multilateral or international agencies • Support the Forum: receive recommendations • Contact Secretariat for more info
