  2. Introduction • IR being major departmental undertaking of GOI • IR’s functions & finances are watched and controlled by the parliament.

  3. Parliamentary control • Parliamentary control is exercised in two ways. • By voting the railway budget and review of budget through appropriation accounts. • Review of the policy and the finances through committees viz. estimates committee, Public account committee and Railway convention committee

  4. Estimates committee • To report on the economies, improvements in organization, efficiency or administrative reforms. • Whether the money is well laid within the limits of the policy implied in the estimates. • May also examine matters of special interest.

  5. Public Accounts Committee • Examines the appropriation accounts. • Annual financial accounts of the GOI. • Examines and enquires into various irregularities and audit reports. • Other accounts committee may think fit

  6. Action taken on PAC report • The findings & recommendations of PAC are given due weightage by the GOI and circulars are issued by RB to take steps in that direction. • In case the recommendations cannot be implemented, the views of the government are placed before the committee in the form of a memorandum.

  7. Railway convention committee • An adhoc committee constituted to review the dividend payable by the railways to the GOI. • Now it is taking up various issues pertaining to Railways working.

  8. Appropriation accounts • This comes in two parts. • Part I deals with review. • Part II gives detailed appropriation accounts. • The appropriate accounts have a number of annex ures covering the entire gamut of Railway’s financial transactions.

  9. Appropriation accounts • Its purpose is to ensure that no money is spent out of state coffers without the sanction of the parliament. • It is prepared in form F403 and show the main head, subhead, final grant, actual expenditure and excess/savings for each grant.

  10. Appropriation accounts • Explanations for variations for each sub head should clearly bring out reasons for correct classification, large variations, non-receipt of debts etc. Also variations in each grant as a whole should be explained.

  11. Subsidiary statements and annexures • Block accounts, capital statement, balance sheet and profit and loss account of the Railway separately for commercial and strategic lines are prepared along with the Appropriation Accounts.

  12. Follow up of committee reports • After the presentation of the reports, copies are forwarded to the ministries for taking action on the recommendations made therein.
