  1. Dr. Angela Summers President SIS-TECH • Recipient of the 2005 ISA Albert F. Sperry Award. The award was given to her “For outstanding contributions and leadership in the specification, development, and implementation of safety instrumented systems for the process automation industry.“ • Currently completing a new book for the Center for Chemical Process Safety on safe and reliable instrumented protective systems. • Ph.D. in Chemical Engineering from The University of Alabama. • Licensed Professional Engineer in the State of Texas.

  2. Catastrophic • A loss with major consequences, typically serious injuries (e.g., disabilities or burns) and/or fatalities on-site, serious impact to public health, or long-term damage to the environment. The most expensive safety instrumented system you can buy is the one you install after the catastrophic incident.

  3. Many other countries have similar programs to address catastrophic events Process Safety Regulations US OSHA Process Safety Management EPA Risk Management Program Document “the codes and standards relied on to establish good engineering practice.” GOOD ENGINEERING PRACTICE

  4. ISA NFPA ASME API IEC AICHE Guidelines NEC Many others Industry Codes, Standards, & Practices SIS Good Engineering Practices • Too many to cover in one presentation. • Will focus on efforts at: • IEC • ISA • AICHE

  5. IEC 61508Functional Safety: Safety Related Systems • Published 1999-2001 • Under revision, scheduled for release 2008? • Major changes at this point • Changes of definitions • Movement of informative material to normative • Some changes are likely to trigger a restatement of claim limit • Too early to predict.

  6. IEC 61511Functional Safety: Safety Instrumented Systems for the Process Industry Sector • Published 2003 • Accepted as CENELEC (European Committee for Electrotechnical Standardization) in September 2004 • Maintenance to start May 26, 2006. • US intent is to fix some obvious inconsistencies and to clean up some of the confusing clauses. • No new requirements • No modified requirements • Release scheduled for 2008.

  7. ANSI/ISA 84.00.01-2004Functional Safety: Safety Instrumented Systems for the Process Industry Sector • Published 2004 • Accepted as ANSI Standard in September 2004 • Accepted by OSHA as GEP • Letter to ISA March 2000 (ISA 84.01-1996) • Letter to ISA December 2005 (ISA 84.01-2004) • Will not consider modification until IEC 61511 is released as final draft international standard. • SP 84 Committee is busy working on other things…

  8. ISA TR84.00.04Guidance on the Application of ANSI/ISA 84.00.01-2004 • Published 2006 • Part 1: Guidelines for the Implementation of ANSI/ISA 84.00.01-2004 Parts 1-3 (IEC 61511 Mod) • Differences between ISA 84.01-1996 and ISA 84.01-2004 • Grandfather Clause • Separation • Many others • Part 2: Example Implementation of ANSI/ISA 84.00.01-2004 (IEC 61511 Mod) • Example based on work originally published in Guidelines for Safe Automation of Chemical Processes

  9. ISA SP84 Committee • ISA TR84.02 Safety Instrumented Functions (SIF) - Safety Integrity Level (SIL) Evaluation Techniques • Published 2002 • Under maintenance • Scheduled release 2008 • ISA TR84.05 The Application of ANSI/ISA 84.00.01‑2004 Parts 1-3 (IEC 61511 Parts 1-3 Modified) for Safety Instrumented Functions (SIFs) in Burner Management Systems • Submitted to SP84 committee for comment • Scheduled release 2006 • Others in progress

  10. CCPS/AIChE Guidelines • Guidelines for Safe and Reliable Instrumented Protective Systems • An instrumented protective system reduces unacceptable safety, environmental, asset, or business risk. • A safety instrumented system reduces catastrophic safety and environmental risks. • Expected publication Fall 2006 • Covers the roles and associated work activities in the development and implementation of a comprehensive risk reduction strategy. • Everybody has responsibility: management, process safety, process engineering, instrumentation and electrical, operations, maintenance, and manufacturers.

  11. Additional CCPS/AIChE Efforts • Recently released • Guidelines for Mechanical Integrity • On-going • Process Equipment Reliability Database • Guidelines for Pre-startup Safety Reviews • Under revision • Guidelines for Hazard Evaluation Principles • Under development • Guidelines for Risk Tolerance Criteria

  12. Good engineering practice means staying with the herd.Ken Bond retired, SHELL Texas A&M Instrumentation Symposium Happy Trails
