  3. 1. Context at the Ministry of Finance Partner in Ecuador’s GRB programme since the beginning: cooperation agreement signed in 2005. Technical and financial assistance of UNIFEM in coordination with CONAMU (national women’s machinery. Creation of a gender unit in 2008. In the MF institutional reform, the unit become a Gender Equity Direction in 2010. Since 2008 partnership with GTZ. Political support from MF authorities. New National Constitution in 2008 and a National Development Plan focused on wellbeing (BuenVivir)

Strategy and Principles of CD process (II) CapacityDevelopment process at the MF Other departments of the MF Gender Equality Direction • Participate in workshops and academic courses to produce GRB instruments and tools according their duties. • Coordinate CD events. • Identify key persons to participate in CD activities. • Involve MF staff in GRB activities

Ministry of Finance capacity development intervention (I) Sensitizing activities to start with a minimum and common understanding of gender, gender gaps and the budget impact on gender equality. Hands –on workshops with innovative activities. Permanent contact with participants. 184 participants

Ministry of Finance capacity development intervention (II) • Scholarships to participate on academic courses (Diplomat on gender & economy – FLACSO Ecuador, Diplomat on GRB – FLACSO México). • Scholarships requirements: participate in GRB activities, course report about how to include the gender perspective in their daily work (instruments, tools).

Results and Impact Inside the Ministry • Technical support demand to the Gender Equality Direction in strategic moments: budget guidelines. • Institutional debates on how improve its own GRB instruments: gender budget classifier. • Gender and GRB knowledge included in MF capacity building plan. To the planning and budgeting cycle: • Coordinated institutional efforts to promote the gender budget classifier (función K): National Assembly, line ministries.
