BULGARIA IN EU • On January 1, 2007, the Republic of Bulgaria has acquired the status of a Member State and has begun to participate actively in the European integration process The Bulgarian public administration plays a major role in the process of fulfilling Bulgaria's commitments to the EU in the context of the EU membership.

BULGARIA IN EU • National Coordination Mechanism on European Affairs • internal institutional mechanism – Regulation 85/2007 (updated with all amendments up to 2019) • regulates the institutional structures, their competences, cooperation between them, the procedures for developing and coordinating the documents submitted to the EU • three-level structure COUNCUL OF MINISTERS EUROPEAN AFFAIR COUNCIL 47 working groups

BULGARIA IN EU • Key challenges for the Bulgarian administration in the period 2014-2020: • Improving the active participation of the country in the EU decision-making process • Proper transposition and implementation of EU law at national level • Preparation and holding of the first Bulgarian presidency of the Council of the EU in 2018 • Through National Coordination Mechanism on European Affairs

PRESIDENCY TEAM TRAINING CENTRALISED PRESIDENCY TRAINING IPA EIPA & ENA MBPCEU Responsible for the EU Institutions Training DI Clingendael GSC: 15 seminars, 500 trainees March – October 2017 May 2017– June 2018 (January – September 2017) 3 themes,60 seminars 5 themes, 100 seminars EP: 4 seminars, 220 trainees 1 670 trainees 1 740 trainees (July, September 2017) EC: 8 training days, 80 trainees + (EC Interpretation Directorate, European Terminology April, June, July 2017) 800 trainees 3 semesters, 350 trainees

BULGARIAN PRESIDENCY 2018 In Bulgaria: • 300 events (12 meetings of the Council of EU) • More than 36,000 delegates • More than 4,700 journalists In Brussels and Luxembourg: • 101meetings of the Council of the EU • 74meetings of COREPER • 1,523 meetings of working parties • Over 94 000 participants

IPA is establishedunder a Law (Civil Servant Act) in2000 to the Council of Ministers • ItsfoundationandcapacitybuildingissupportedbytheBulgariangovernment, statebudgetand a variousprojects • Duringtheyearsthe Institute hasplayedanessentialroleintheprocessofthemodernizationoftheBulgarianpublicadministration, aswellasinitspreparationandcapabilitytoworkintheconditionsof a real EU membership

IPA MISSION AND FUNCTIONS • IPA is increasingthecapabilitiesoftheadministrationtodevelopandimplementprojectsintheframeworkof EU funds • IPA is providingassistanceinimplementingqualitymanagementsystemsintheBulgarian administration • IPA is contributing to the process of preparationof Bulgarian administration toworkintheconditionsof a real EU membership.

IPA TRAINING PROGRAMS • CompulsoryTraining(for career development) • SpecializedTraining(forprofessionaldevelopment) - it includesa varietyofspecializedprogramsandcoursesacrossdifferenttopicsofinterestforpublicofficials • Postgraduateprograms– in cooperation with SofiaUniversity(ImpactAssessmentandESIF) • Other activities: Professionalannualmeeting(HR, Academy for young leaders, Academy for IT managers); Annualcompetitionsfor good practices in public administration; participation in Bulgarian and International projects

EUROPEAN INTEGRATION TRAINING PROGRAM • One of the key priorities – training the Bulgarian Administration in the field of European Integration • A special training program on European issues • Constantly updated and developed according to the progress of our European integration process and the needs of the Bulgarian administration in this field • The program covers a various thematic courses aimed to create and develop the necessary knowledge and skills of Bulgarian civil servants to fulfill our commitments as a Member State.

EUROPEAN INTEGRATION TRAINING PROGRAM • Two main directions: • Training courses on the EU and EU membership topics such as: EU institutional system, EU decision-making process, EU Law, Harmonization of Bulgarian legislation with EU law, Application of EU law at national level, EU policies, EU budget, Role of the Bulgarian administration in fulfilling the obligations as a Member state • Training courses on topics of EU Pre-accessionFunds(before our accession to the EU) and EU Structural and Cohesion Funds(within our real EU membership now)

IPA INTERNATIONAL COOPERATION • IPAworks continuouslyfor developing cooperationwithsimilar training and otherinstitutionsin order to exchange experience, capacity, training and to participate in joint projects. • IPA worksin a closepartnershipwiththeEuropean Institute of Public Administration in the Netherlands (EIPA), French National School of Public Administration (ENA), EuropeanAdministrativeSchool (EUSA), Belgium, others. • IPA ispartof a networkformedbydirectorsandpresidentsofcentraltrainingschoolsandinstitutesofpublicadministrationintheMember States oftheEuropeanUnion (DISPA).
