Planning inclusive housing measures • Defining a longer term vision • Housing is „only” a part of the longer strategy but important one, integrated and participative approach • Housing measures should contribute social inclusion • Some basic problems should be tackled: • Illegal andinsecure housing situations • Affordability • Combining measures – open up housing choices according to the needs and capabilities

Good examples to tackle illegal housing situations • Slum clearance: • Setting a specified date: only those are eligible for legalisation who lived there before that date, „new comers” are excluded • Documenting the actual situation of the families (how many people) and assessing their needs • Individual negotiation with families, formal agreements: what they get and what their responsibilities are • Reconnection to public utilities: • Municipality negotiates with the companies on the conditions (forgiving a part of the debt) • metering consumption (water, heating) • prepaid meters • Debt counseling to families

Affordability • Measures to increase income and decrease housing expenditures • Housing allowance is provided by central government in many countries • Additional social support, debt management programmes • Supporting people to get access to employment • Social housing rent defined by municipalities • Rent supports • Applying technologies which ensures lower maintenance costs (renewal, construction)

  4. Visions and measures • How the area will look like in 5 years on from now • Where the current families will live? • What housing conditions? • What steps should be defined to get there? • What supports needs the families in order to be able to participate in the measures? • What support the families need to be able to sustain their housing in the future? • What capacities and measures are needed to provide the support? By who (stakeholders?)
