2. Changes to the COE due to House Bills 1087 and 1412 We want to address the changes in the Collection of Evidence brought about by HB 1087. We will present new submission dates, revisions in forms, and requirements for the different content areas. We will also provide information regarding the most recent mathematics updates—policy and content. The Key Dates calendar for the school year 2011-2012 will be provided and the new “results-driven” policy will be explained. Changes in the stipend will be addressed as well. This webinar is critical for educators overseeing the COE in their district and school.

5. Recent Changes in Legislation for Math HB 1412 Language in part reads… “the legislature intends to provide a reasonable transition period and require students in the classes of 2013 and 2014 to meet the standard on only one mathematics assessment. Students in subsequent classes will be required to meet the standards on both assessments.”

6. More Legislation impacting MathHB 1412 Language in part reads… “All of the objective alternative assessments available to students under RCW 28A.655.061 and 28A.655.065 shall be available to any student who has taken the sequence of end-of-course assessments once but does not meet the state mathematics standard on the sequence of end-of-course assessments.

7. What do we know about COE Mathematics? The Mathematics COE will have its first scoring round in February 2013. The class of 2013 needs to pass one EOC or an alternative assessment in order to graduate. A student must have not passed two EOCs in order to be eligible to submit a COE. • The Math COE follows the same premise of alignment to standards and comparable in rigor to the EOC exam. This model is similar to our other COE assessments • A comparable set of work samples will be developed that represent classroom-based work and lend themselves to being scored by a state rubric A new submission calendar will be developed specifically for Mathematics and will be released soon. 8. 2011-2012 policies that remain the same • Only Reading and Writing COEs will be accepted and scored in February and June 2012. • A student must have sat for and generated a score on the reading and/or writing HSPE at least one year prior to submitting a COE. • A student can submit a COE after one attempt of the HSPE. • A student may submit a second collection if they have not yet met standard.

9. 2011-2012 policies that remain the same • ELL students are exempted from participating in the reading and writing HSPE in their first year of school (the exemption is called New Non-English Proficient (NNEP). If they are NNEP prior to 11th grade, they need to take and not pass the HSPE one time before being eligible to submit a COE. • Students transferring into the state as an 11th or 12th grade student (ELL or not) are considered transfer students and have direct access to all CAA//CIA options once the appropriate paperwork has been submitted to OSPI and approved. • If a student has an accommodation in reading and/or writing on their IEP or 504 plan, they may access their accommodation in preparing their COEs.

10. New policies affecting COE stipends*“results-driven” • COEs will not be accepted in June 2012 for students who have met standard on the reading and/or writing HSPE in March 2012. The COE submission calendar has been adjusted to provide districts and schools with enough time to determine which students met standard in reading and writing and which ones did not before submitting. • If any COEs are inadvertently shipped to ESD 113, the district will be responsible for the return shipping fee. • No stipend will be paid for students who have passed the March HSPE. • *These policies will continue in 2013 and beyond

11. Extenuating Circumstance for COE Submission An extenuating circumstance is a situation that has interfered with a student’s submitted collection being scored. If a district can provide documentation of the situation, a review panel will determine if the extenuating circumstance warrants scoring the COE at a later date. The criteria include documentation of why the student was unable to take the HSPE/WASL at least one year prior to submitting a COE: • the student was ill or had a medical reason • the student was in trouble with the law • the student had a family emergency • the student had a work-related requirement • the student was not at school with an excused absence • the parent refused to allow the student to take the HSPE/WASL

12. Sufficiency, Testing Irregularities, and Content Policies with Two Changes* • If students meet the augmentation requirements, they may submit an augmented COE. The collection is due in the subsequent submission window.* • A COE must meet all sufficiency requirements in order to be scored.* • Level 1 and Level 2 test irregularities invalidate a student’s score for the entire collection pending a district investigation and report returned to OSPI.* • It is no longer a requirement to submit process papers (brainstorming, outlines, or drafts)with a Writing COE. Please submit final drafts only.* • The stipend is $200.00 for eligible students with sufficient collections. • * These policies will continue in 2013 and beyond

13. Testing Irregularities • Troubled Child Alert—requires immediate district action and no response to OSPI • Plagiarism Alert—extensive report to district, requires district investigation and response to OSPI • Copied Text Alert—report to district in the form of the content review or a phone call. It may require a conference call • Student Assistance Alert—report to district in the form of the content review or a phone call. It may require a conference call.

14. Plagiarism, Copied Text, and Text-based Evidence • Plagiarism is cheating. It is pretending someone else’s words are your own and making them your reading or writing work sample • Copied text is copying part or the whole of an article, poem, or story the student read and putting it in the answer without any words that belong to the student. It is NOT plagiarism. • Text-based evidence is section of the text a student has read inserted into the student’s answer. The evidence supports the student’s words, beliefs, and skills. It strengthens the student answer.

15. A New Opportunity for Students to interact with COE Staff A student training video on plagiarism, text-based evidence and copied text has been developed for use in COE classrooms or in settings where COEs are produced. Students are required to watch the video and sign a document that states they understand the consequences of plagiarizing work samples in their COEs. Collection of Evidence Student Agreement Form For Plagiarism, Copied Text and Text-Based Evidence Student Training This form goes along with the student video on plagiarism, copied text and text-based evidence found at http://www.coe.k12.wa.us/video. The student should watch the video and sign the form. The teacher should retain the form in the classroom until scoring of the collection is completed. 17. Changes to COE Reading • More students meeting standard in February and June submissions—about 80% • Mostly state tasks are being used • Higher numbers of copied text than we have seen before • Slightly higher plagiarized work samples • New inclusion of functional texts appear to interest students • Continued stable number of students submitting each year 2000 • Large number of teachers apply for scoring

18. Changes to writing • It is no longer a requirement to submit process papers (brainstorming, outlines, or drafts)with a Writing COE. • Please submit final drafts only. • Stable number of students meeting standard in February and June—about 47% • Increasing numbers of ELL students submitting collections • Stable number of students submitting each year 1000 • A significant number of students meeting standard on the HSPE after working on a COE • Unfortunately, the highest number of plagiarized work samples in June, 2011

20. Stipend The stipend is set at $200 per eligible collection this year. Augmented collections do not receive the stipend. Incomplete submissions (collections with a sufficiency component missing) receive a reduction in the stipend of $100 HSPE-passed collections do not qualify for a stipend

21. COE Appeals • Students/Parents can appeal the results of the COE. • Request appeal through their school and district officials • COE appeals information can be found in the: 2011-2012Collection of Evidence: A Comprehensive Guide for District Assessment Coordinators, Principals and Teachers • Choice to either appeal or augment their collection

22. Un-enrolled students and the COE • Students who have left high school and want to compile a COE may do so. • District needs to coordinate teachers time with student • District must fax a COE Eligibility Submission Form to OSPI. • The form is available on the COE website two weeks prior to each submission date

Transfer Students Students who may have direct access to the CAA Options: Out-of-state, out-of-country, or from an in-state private or home school setting in the 11th or 12th grade Exempted from the 10th grade administration of the high school assessments in Reading and Writing due to a status as a new student with non-English proficiency • School has to submit Transfer Student Options application to OSPI • Once approved eligibility status in the CAA/CIA database • May compile and submit a COE   For more information go to: http://www.k12.wa.us/assessment/WaiverAppeals/TransferWaiver.aspx
