EPBD implementation in Slovenia • responsibility: Ministry of the Environment and Spatial Planning (MOP) • into the national legislation by: • Building Construction Act • Environmental Protection Act • Energy Act (amended November 2006) • The secondary regulation on new minimum requirements, calculation methodology, feasibility studies and regular inspection of AC systems was promulgated in 2008. • The regular inspection of boilers was implemented by an existing scheme and upgraded in November 2007.

  3. Inspection of AC devices and boilers Regular inspection of boilers is covered by several regulations Slovenia decided that, instead of the one-off inspection of heating installations, the alternative option (option b) will be applied byprovision of advice to owners on replacement of boilers and modifications of heating systems. The option is based on the activities of the national energy advisory network (ENSVET; the information and awarenessraising programs of the ministry and on financial incentives forthe replacement of boilers and the implementation of other energyefficiency measures available at the national Eco Fund.

  4. Inspection of boilers regular inspection of boilers has already a long tradition in the existing scheme operated by chimney sweepers scheme covered by Decree on the procedure,topic and conditions for the execution of obligatory state economy public services of performing measurements, inspection and cleaning of boilers, chimney ducts, and ventilation ducts, aiming at the protection of the environment and efficient use of energy (Official Journal, No. 105-5223/2007) 194 chimney sweeper regions (municipalities 2006) 4

Inspection of boilers- Decree defines the frequency of inspections of boilers, the extent of the service, the conditions for allocation of concession to chimney sweeping companies, together with the professional requirements for the experts implementing the service, and the protocols for the service related database 350,000 boilers per year are inspected under this scheme. 5

  6. Inspection of AC devices Regular inspection of air-conditioning systems is defined in the Regulation on regular inspection of air-conditioning systems (OfficialJournal RS, Nr. 26/2008, 17 March, 2008) The period of inspection isevery 5 years. Phased implementation is planned depending on theage of the A/C systems; for new systems from the 25 March 2008 and for existing A/Csystems from the 1 October 2009 to the 1 October 2012, depending on theplanned age of the A/C system and the available technical documentation (nodocumentation > inspection in the 1. term). The inspection of A/Cdevices is planned to begin by the end of 2011.

  7. Inspection of AC devices- requirements The Energy Act defines the requirements for qualified experts for the inspection of A/C systems. The obligatory qualification of assessors is a professionaldegree in mechanical engineering or electrical engineering (5 years study and/or 3 years professional study and professional diploma in technical education engineering or architecture); a minimum of 5 yearsof working experience incandidates’ own professional area and successful completion of the obligatorytraining and exam are the other two preconditions required for the license. 7

  8. Inspection of AC devices Regulation on training, licensing and registryof independent experts for regular inspections of A/C systems defines the sameprotocols for A/C inspection. The process of selecting the authorised institutionsthat will organise trainings for a period of 3 years (one institution for each field) wasin progress in 2010 (continues in 2011). 8
