Why military aircraft in SES • The SES is a resource for all Users • Capability to accommodate different aircraft into the aerospace is a challenge • More than in the past there is the strong need for military users to fly in GAT • Coexistence and interoperability among military and civil aircraft is a must in peace time operations • The military/civil integration can be a real key-success factor for SES • US Nextgen is considering military aircraft and UAS in (not so far) air traffic • The community requires that the future SES remains a secure and safe airspace • If missing , it can have negative impacts on the future ATM performances Military/State operations Common GAT operations Air policing / defence Peace keeping & support Transport / transit Training Homeland security Others Civil/commercial operations

Barriers to be overcome • Cost-benefit analysis seems negative for military Users • Integrate military users in SES means to guarantee a secure aerospace and significantly reduce the impacts on civil aircraft performances • How to quantify these benefits for the community? • In the SESAR definition phase, military CONOPS was partially addressed • difficult to really understand the impact dimension but, • Fortunately, the SESAR JU is covering this gap with the strong support of the military community • Difficult to gather government data for defining the magnitude of the financial impact at European Level • How are European fleets composed and which of them are to be considered as candidates for the modernisation?  actions are necessary • Difficult to understand who does what and who should cover the costs • Fragmentation of stakeholders (e.g. Participating Member States, Eurocontrol, EDA and NATO). SESAR JU needs to be supported  actions are necessary

The Military Industry approach in SESAR • For military Users: how to cope with the necessary investments? • Maximize the coexistence and interoperability between civil and military aircraft • (compromise & derogations to be explored) • Assess how the current military aircraft may be • conformed to the new operational concepts • Protect the government investments in specific • military equipment (use of existing ones) • Explore the use of existing low cost COTS • Explore possible key-improvements • The outcomes • Trade-off on existing military/civil • technologies/benefits • Demonstration of benefits to introduce • further improvements at high added value • Put the involved stakeholders in condition • to take decisions for the subsequent steps The concept but Investments are required

A glance to the future outlook • In summary: • Thanks to the commitment of SESAR Joint Undertaking on military activities, the availability of industrial capabilities and to the support offered by IT MoD • Some tangible and validated results will be available to the final users and decision-makers • But, if we want that military and civil aircraft interoperability in the future ATM can be a reality, the following additional challenges need to be faced • Based on Military CONOPS, technological gaps are to be identified along with the benefits arise from their adoption • Further platform need to be considered (e.g. UAS) • A political commitment on the investments needed for covering gaps is necessary • Who will be in charge of acquiring these capabilities should also be identified as the reference for European fleets in view of deployment phase
