Background • Applicant Betty Delozier filed a petition on August 25 to apply the RR Floating Zone to property at 313-315 Springdale Street • Property is currently zoned R-U (urban residential) • Ground floor of building was previously used as a bar that has been discontinued for many years • Applicant wishes to establish a laundromat on the ground floor and re-establish the two upper floor apartments • The Planning Commission conducted a hearing on October 17, 2011 and recommended approval on November 14, 2011

Staff Findings • Building has been abandoned for many years and is deteriorating • The building’s ground floor was designed for commercial uses that are now non-conforming • Applicant’s proposed use is consistent with neighborhood & the Virginia Avenue Revitalization efforts • The property adjoins an existing Local Business Zone • The available parking lot offers sufficient space for the proposed uses • No “Change or Mistake” determination is required for the proposed floating zone

Staff Recommendation • The following conditions should be applied to any approval by the Planning Commission: • Permitted uses shall be limited to: • Retail buildings (less than 5,000 square feet) in accordance with B-L Zone • Repair services in accordance with B-L Zone • Personal Service Establishments in accordance with B-L Zone • Professional Services in accordance with B-L Zone • Low-Rise Apartments in accordance with the R-U Zone • Applicant must satisfy all applicable off-street parking and loading requirements • Applicant must satisfy the applicable zoning buffer requirements • Applicant must satisfy the signage restrictions of Section 6.14.04 (4), with the addition that no freestanding sign shall be permitted on the property • The proposed use shall not generate more than 25 vehicle trips per day • Outdoor storage, display, or sales of materials or products shall be prohibited • The business use shall not operate between the hours of 10:00 p.m. and 6:00 a.m.
