Processes Review Regulatory and Funding • Pending actions or projects by federal, state, and local government stakeholders • Current laws, regulations, and tariffs relating to implementation of NG 9-1-1 • Current and other possible funding sources for implementation of NG9-1-1 • Efforts, projects or initiatives in progress or planned relating to implementing NG9-1-1 in other states, especially in surrounding states. • Impact of NG9-1-1 services on existing 9-1-1 services and networks within Nebraska • Any other issues related to the implementation of NG9-1-1, including all requirements set forth in LB 595

Processes Technology Assessment for NG9-1-1 • Infrastructure • Current standards • Necessary Upgrades to Network Infrastructure • Current Equipment and Software upgrades that may be required for NG compatibility • Evaluation of MIS databases • Current and future end-user services and applications interfaces for applications, such as texting • Capability of broadband and telephony service providers to provide Public Safety quality services

  9. Processes Operations Assessment for NG9-1-1 • Interoperability of PSAPs • Options for efficient provisioning of services • Provisions for back-up and overflow PSAPs • Management and oversight of provisioning and funding of 911 services • System security and redundancy

Assessment Included in deliverables: • Recommendations providing a variety of options for the planning, development, phased-in implementation, and management of current and NG9-1-1 services • Recommendations for deployment, interconnection, and management of emergency services internet protocol and other required networks. • Any technological upgrades • Timelines • Estimated cost of phases of implementation • Organizational structure of authority(ies) to oversee the recommended options

Requirements • Draft Report- no later than January 31, 2014 • Assessment of statewide 911 network • Examination of any efforts, project or initiative in progress or planned to implement NG9-1-1 • Identification of federal, state and local authorities, agencies and governing bodies whose participation and cooperation will be necessary for implementation of NG9-1-1

Requirements • Final Report - no later than February 28, 2014 • Recommendations with options for the planning, development, phased-in implementation, and management of NG9-1-1 • Identification of any changes in MSAG guide required for NG9-1-1 • Identification of any equipment changes that would be needed by PSAPs • Estimated cost of necessary components for planning, implementation and management of NG9-1-1, along with recommended funding options

  16. Risk Processes • Accuracy of Information can only be as accurate as the information provided Timeline • Need to stay within scope - We have already extended the information time gathering and added additional GIS specifics.

  17. Risk Outcome • MCP has dedicated a team of professionals with experience in all the areas for assessment and providing reports. • Communication is the key. We will have all information gathered, verified by that PSAP or entity • Communication Processes have been developed and discussed with Jeff Pursley Expectation • Communication Process for communicating on a continuous basis
