  3. Introduction • United States military forces answer to the civilian National Command Authorities. • At the very top of this chain is the president as commander in Chief; at the very bottom is you.

Secretary of Defense • The president exercises civilian control of the military through the Department of Defense. • The secretary of defense is the principal defense policy adviser to the president. • Although the president has final authority, the SECDEF is responsible for formulating defense policy, and exercising authority, direction and control over the DOD.

  7. Joint Staff • The JCS constitutes the immediate military staff of the Secretary of Defense. • The JCS consists of a chairman, vice chair, and the Chiefs of Staff of the USAF, and USA, the Chief of Naval Operations, and the Commandant of the USMC. • The JCS are the senior military officers in their services, but do not exercise executive authority. • Command authority rests with unified and specified combatant commands.

Civil Air Patrol Leadership • The CAP operates under the auspices of a non-profit civilian corporation. • The senior CAP officer is its national commander, a CAP brigadier general, and a volunteer like yourself. • The national commander serves as chairman of the national board, which is composed of the eight region and fifty-two wing commanders. • In addition, the board contains a vice-commander, legal officer, chief of staff and finance officer.

Civil Air Patrol Leadership Cont. • The CAP is supervised by the commander of CAP-USAF, an active duty Air Force colonel. • A new feature of CAP leadership is its board of governors. • The board is responsible for oversight of CAP and is composed of Air Force and CAP officers, and others interested in the missions of the CAP, with eleven members in total.

  13. Authorized Grades • CAP is authorized one brigadier general, who serves as the national commander. Former national commanders are allowed the grade of colonel. • Region commanders, region vice commanders, former region commanders, wing commanders and former wing commanders are promoted to or retain the grade of colonel. • CAP group commanders generally hold the grade of lieutenant colonel. • CAP Squadron commanders may be any grade.
