  2. Agenda: • La Red de los CNP+L • El trabajo en políticas de P+L de los Centros en América Central • Pasos futuros

La Red Internacional de los CNP+L • Desde 1994 ONUDI en cooperación con PNUMA se inauguró 26 Centros y Redes Nacionales en 25 países: • Brasil, China, Costa Rica, Croatia, Cuba, El Salvador, Etiopia, Guatemala, Hungaria, India, Kenya, Korea, México, Morocco, Mozambique, Nicaragua, República Checa, 2 Centros en Rusia, Slovakia, Sri Lanka, Tanzania, Tunisia, Uganda, Vietnam y Zimbabwe.

  4. Actividades Principales • Capacitación • Asesorías en planta • Diseminación de información • Asesoría en políticas de P+L • Promoción de inversiones para la transferencia de tecnologías de P+L

Asesoría en políticas de P+L • Asistir a los Gobiernos en establecer políticas e incentivos para P+L. • Identificar y cooperar con otras instituciones nacionales (grupos de trabajo en políticas de P+L) en promover políticas de P+L. • Incorporar P+L en políticas industriales, comerciales, financieros, ambientales, etc..

Actividades en políticas de P+L realizadas por los CNP+L en América Central desde 2000 • 2000: Primeras reuniones nacionales • 11/2000: Primer Taller Regional sobre políticas de P+L en EL Salvador - cooperación con CCAD. • 8/2001: Segundo Taller Regional sobre políticas de P+L en Guatemala - cooperación con CCAD y US AID. • Asistencia técnica por experto de ONUDI.

Pasos futuros • Finalizar paquete de entrenamiento. • Prestar apoyo técnico a los Centros. • Fortalecer cooperación con otras organizaciones regionales e internacionales. • Organizar un Tercer Taller Regional en 2002. • Incorporar las actividades políticas en el nuevo enfoque integral de P+L de la ONUDI.

  9. Estrategia Integral de P+L • Flexibilidad en la metodología. • Fortalecer la introducción de tecnologías más limpias: enfoque sectoral. • Extender los servicios de los Centros (Calidad, EMS, MEPs, heath&safety, etc.). • P+L y manejo y tratamiento de desechos.

CP Policy training package • to help CP Centers design and manage their involvement in the policy process. • to clarify misconceptions on “policy” • to present experience in policy dev’t. • to discuss the steps in the policy process. • to analyse the role of stakeholders. • to demonstrate possible policy tools and instruments.

  11. Training package includes : • ready slides, and corresponding in-depth background material. • concrete examples from Latin America. • suggested role plays for sessions. • Internet resources for more information.

Contents of Modules: • Module 1: basic concepts of CP, benefits, CP policy developments in L.America. • Module 2: basic terms of policy process, goals and objectives, integration and mainstreaming, credibility of CPC. • Module 3: conditions for development of policy, policy cycle, role of stakeholders

  13. Contents of Modules: • Module 4: priority setting, policy document, implementation and evaluation, obstacles • Module 5: overview of policy instruments • Module 6: recent policy trends - focus shift, CP integration, municipal programs, financing mechanisms.

  14. Updates from individual countries • there exist four CPC’s in Central America: • Costa Rica • El Salvador • Guatemala • Nicaragua • additionally, there is a CP Center in Honduras bilaterally funded by Canada

  15. Guatemala • draft Environmental Policy for Industry elaborated (with Mexican help) • environmental policy consultant employed • first draft of a national CP policy under preparation

  16. El Salvador • new director since Oct 2001 • full support for CPC from Ministry of Environment, and Ministry of Economy • early phase of re-positioning of the Center • Diagnosticos Ambientales required of 3000 companies could be a point of entry.

  17. Costa Rica • three national CP policy events took place since 2000, policy group established • analysis of the legal framework completed • planned project on municipal CP, with a policy component • CP included in the drafts of law on SME’s, and some policies.

  18. Nicaragua • lobbying with the government since Nov ‘00 • inter-institutional policy development group established - Apr 2001 • study of the legal framework - June 2001 • CP in the industrial dev’t policy - Sep 2001 • IDCP signed by the Minister of Env - Oct 2001 • draft national CP policy completed - Nov 2001 • 2nd National CP event - Dec 2001

  19. Desired conditions: • political will and interest of stakeholders. • support for the CP concept at the top level, and a broad local ownership. • integration and mainstreaming of CP into non-environmental policies. • a strong and active CP Center

  20. Suggestions for follow up • increase the visibility and credibility of an NCPC as a policy actor. • continued capacity building for CP policy • resources for policy work and follow up. • promoting CP as an economic tool. • international support - eg, policy event in Ctrl. America • regional initiatives (CCAD, PROARCA, UNIDO, UNEP, Consejo Gubernamental etc.)
