  9. State & Regional ICS Protocol • Begin using your regular talkgroups • Within your region, your dispatch will assign you a talkgroup • When entering a different region, contact dispatch on HAIL. Dispatch will then direct you to the proper talkgroup • When response is complete, close out the call with dispatch and return to your regular talkgroups State of AlaskaDivision of Enterprise Technology Services 9

Communications Leader (COML) • Coordinate and control communications in support of Incident Command including: • Identify available talkgroups and frequencies and how they are to be used during the incident response • Prepare and maintain an ICS 205 • Receive communications coordination requests from the Incident Commander • Work with Radio Technicians to establish new communications nets and to program radios • Work with Dispatch to ensure that responders are using the proper talkgroups and channels State of AlaskaDivision of Enterprise Technology Services 13

Preplanning is Key to Interoperability • Radios must be programmed with mutual aid and interoperability channels beforehand • When the “big one” hits, it’s too late • Program as many mutual aid channels into radios as you have capacity for • Establish communications (make sure they work) before going into the field • Common naming convention is important State of AlaskaDivision of Enterprise Technology Services 16
