  3. USPS1112 • Initialization program required to initalize new fields • USPBEN current service hours and accum /serv field set to zeros • USPEMP part time field set to “N”

  4. USPSCN/BIOSCN • New Part-time flag added • Signifies if an employee should have sick leave accumulated at the rate set in the accum/serv field on BENSCN for ever 80 hrs of service found in the BENSCN “current service hours” field

USPSCN/BENSCN • Current Service hours field added • Contains the total accumulated service hours that have not been processed though MASSICK • Incremented based on the retire hours processed through payroll • Accum/Serv field added • Increment by which sick balance will be increased by for every 80 hours of service when MASSICK is ran

  8. CHKUPD • Now adds the retire hours total for the employee to the current service hours field if the employee is marked as “part-time”

  9. MASCHG/MASSICK • Can be ran in projection or actual mode • Will increment the sick leave balance by the amount in the BENSCN accum/serv field for every 80 hrs of service found • Any remaining hours after incrementing remain in the BENSCN current service hours field • Allows selection based on appointment type and pay group

  15. Employer Sponsored Health Insurance on the W2

  16. Employer Sponsored Health Care Cost On W2 • This reporting is optional for 2011 • This total is being included for informational purposes only it DOES NOT effect the taxability of benefits • Dental and vision are not required to be included in the total if they are separate plans and not included as part of the medical plan • This total includes both employee and employer contributions

USPS1112A • Conversion program USPS1112A is required to be executed after applying the December release • DEDSCN • FED-EMPLR-HEALTH-COV total initialized to zeros • DEDNAM • DEDUCT-EMPLR-HLTH-COV flag initialized to space • PLEASE NOTE: This conversion program must be ran after the December release is applied and before users begin processing in USPS

  18. USPSDAT/DEDNAM • New flag added to REG and ANN deduction screen: “Include as employer-sponsored health converage?:” • If answered “Y” the YTD deduction totals will be included in the total moved to the employees W2

  20. USPSCN/DEDSCN • The federal deduction record has been modified • A new field called “EmplrHth:” has been added that will allow a specific value to be reported in box 12 code DD • This will override any automatic totaling done by W2PROC based on the DEDNAM records

W2PROC • When processed W2PROC will total the employee and board contribution amounts from all deductions flagged as applicable in DEDNAM • If there is a value in the federal DEDSCN field this value will be used • The total will be copied to box 12 with code DD • The submission files created by W2PROC will also contain the total in the appropriate fields

  23. W2C • W2C has been updated to allow the correcting of the employer-sponsored health coverage amount reported in box 12

  24. AUDRPT • Any modifications to the new federal DEDSCN field will be audited

  25. USPLOAD/DEDNAM • Updated to allow loading the following field for regular and annuity deductions • EMPLR_HEALTH_COV • Valid values are “Y” or “N”

  26. USPLOAD/DEDSCN • Updated to allow loading of new employer sponsored health coverage field on federal DEDSCN record • EMPLR_HEALTH_COV • Must be numeric

  29. Additional 2011 Year-end Updates

  30. W2PROC • Type of employer prompt added • A new “type of employer” field has been added to W2PROC for 2011 • Valid values are • F – Federal Government Employer • S – State and Local Government Employer • T – Tax Exempt Employer • Y – State and Local Tax Exempt Employer • N – None Apply • The value selected will be reported on the W2TAPE.SEQ file per IRS regulations

  32. W2PROC • CCA has made some modifications to the RS record format for 2011 • USPS has been updated to cope with this and the W2CCA.SEQ file has been modified to reflect the changes

  33. Support for designated Roth 457b contributions • IRS regulations now allow Roth contributions to 457b plans (if certain stipulations are met. See http://www.irs.gov/retirement/article/0,,id=172437,00.html for further details) • USPS has been modified to support this

  34. USPSDAT/DEDNAM • For regular deductions a new 457b designated Roth flag has been added to the DEDNAM “designated roth” field.

  36. USPLOAD/DEDNAM • USPLOAD has been updated to allow the loading of the new designated Roth value • DESIGNATED_ROTH • Value of “3” signifies Roth 457b

  37. W2PROC • Totals for designated Roth 457b deductions will now appear in box 12 with a code of “EE” on the W2 • The Roth 457b totals will also be moved to the appropriate locations on the W2 submission files

  38. W2PROC • Prior to June 25th, 2011 SSNs that began with the following values were considered invalid • 772 – 799 • 800 – 899 • SSNs are now allowed to begin with these numbers • W2PROC will no longer generate an error if SSNs beginning with these ranges are encountered • SSNs beginning with the following ranges are still considered invalid • 000 • 666 • 900 - 999
