Natural potential and loads • IBB area - 413 thousand sq. km • About 45000 small and 40 average size rivers • 12 types of ecosystems • 50 animal species, 269 bird species and 20 fish species are to be found • SPNT – 3 thousand kilometers • Population - more than 3 mln people • About 5mln heads of live-stock. • Size of agricultural lands -12.600 thousand hectares • Sown area - 1.300 thousand hectares • Pastures – 10.400 thousand hectares • 6000 of water bodies and water reservoirs

  7. Ili – main IBB river • 1439 km – total river length • 815 km –in Kazakhstan • 75 % - water catchment area of IBB • 80% - summary inflow from the surface watercourse into the lake Balkhash.

Environmental-economic problems • Glacier shrinking • Climate aridization • Desertification of territories • Reduction of the number of small rivers and lake area • Transformation of phytocenosis, pasture degradation • Decrease of land yield and land productivity • Decrease of the area of mountain and tugai forests • Loss of specie diversity and reduction in the number of commercial species • Decrease of the volumes and quality of agricultural product

Major causes of degradation in IBB • Predominance of economic and corporate interests over social and environmental ones; • Lack of common goals and long-term programs on basin development on the part of sectors and akimats; fragmentary division of power and responsibility • Water pollution with industrial, agricultural, sewage effluents and wastes hazardous for the people, flora and fauna • Ineffective resource management • General decay of basin water management

Transboundary problems • Unpredictable volumes of water use on the part of CPR - (inflow to Ili from CPR8,5-17,7) • Planned growth of irrigated lands in the CPR from 400 to 600 thousand hectares – increase of water use by 2 cubic km \year • Construction of Kapchagai water reservoir on the river Tekes • Plans: to transfer the flow off from the river Ili into the basins of the rivers Tarim and Karamai • River pollution with organic chemicals and metals

EU/CAREC Project «Development of integrated management plan in IBB» • Is being performed with the financial support of the European Commission in partnership with: - The Ministry of Environment -Ministry of Economy and Budget Planning, • Committee on Water resources of the MoA • Period for the Project development: 2005-2007

Project Goal:Preservation of ecosystems, integrated water management and rational nature use Objectives: • Analysis of international experience in basin management; • Involvement of stakeholders; • Planning basin management; • Setting up a body of basin management; • Drafting international agreement on basin management; • Setting up technical Secretariat to support basin management

  17. Project implementation, Objective -5River-based Agreements • Project «Agreement on Integrated IB Basin Management», discussed at the international meeting 6.03.2007 • Endorsed by the MoI RK 03.07.07 • Submitted to the MOP RK for coordination with the ministries

  18. Project implementation, objective-4Setting up a Body on IBB management A complete set of documents on setting up Basin Corporation «Balkhash –Alakol» has been devised (Legislative support, explanatory notes and constituent documents)

Project implementation, objective -3Development of the Basin Management Plan • Analysis of the existing and planned programs and projects at all the levels is being done (international, public, oblast, sector) and sector development plans (agriculture, industry, social sphere, environment, municipal economy) • Information data base regarding major components of the Plan (statistic and mapping material)

Under the total volume of the Ili river flow off (18-20 km3) Integrated IBB management Plan The objective of the Plan is to find additional water resources -4-5 cubic km . Flow off of the Ili river or: from CPR - 13, 36 km3 (65%); In Kazakhstan - 7,24 km3 (35%), 2004 • Plan activities: • effective use of water in economy; • reduction of losses in the zones of formation and scattering; • reduction of losses for evaporation and filtration; • reduction of losses in river deltas; • water protection activities; • involvement of return, waste, collection-drainage and underground waters, • other Agreement between basin countries RK, CPR, KR • To implement the plan it is necessary to have • Effective system of integrated basin management • Financing (up to 1 bln Euro) – conditions for investors • Agreement between basin countries

Existing capacity to address problems • Agreement between CPR and RK on strategic partnershipdevelopment • Investment interest on the part of the CPR in the downstream of Balkhash: fishery, agriculture, ecotourism as a guarantee of the water release and water quality • Commitments of CPR regarding MDG, including preservation of ecosystem • EU interest in Kazakhstan as a bridge between Europe and Asia, • Linkage between the interests of Kyrgyzstan to RK investments and dependence of CPR on the river Tarim • CAREC support in setting up an International Secretariat • IFAS experience (setting up WEC, UN involvement, Secretariat)

Plan Directions • - To decrease the volume of emission and discharge into the atmosphere, soil and water sources on the part of industries, utility and agricultural companies; • Prevention and mitigation of the aftermaths of natural disasters related to water factors. • Improvement of living conditionsof the population via resolution of the problems of water supply. • Conservation of ecosystems of the region, organization of SPNT, desertification process prevention • Promotion of economic welfare of the population residing in the IBB region;

Plan activities-2 • Rehabilitation and repair of irrigation and collection-drainage systems on irrigated territories • Introduction of water-saving technologies • Rejection of ineffective irrigational methods in agriculture for crop irrigation • Increase of the proportion of collection-drainage waters, return waters and water recycling

  32. Component 5.Drafting an agreement on basin management development Development and signing Interstate Agreement between Kazakhstan, CPR and Kyrgyzstan on transboundary river management. The Draft Agreement was discussed at the International meeting on March 6-7, 2007

Expected outcomes of the project implementation -1 • Developed management model for IBB based on the study of the best examples and models of the management system for IBB given that their thorough study and research has been done; • Functioning network and sustainable links with the interested parties with their involvement to ensure successful project implementation; • Awareness of the population and availability of accessible and necessary information regarding the IBB status and development;

  35. Expected outcomes of the project implementation -2 4. Proposals regarding objectives, status, authorities, structure and functions of the Basin Management Body at the governmental and local levels; 5. Realistic and feasible Plan of IBB development with clearly defined goals, policy and mechanisms of their implementation. 6. Draft Agreement on Partnership for basin management as the legal basis for the future activity and implementation of the IBB Development Plan. 7. Trained and able to work Secretariat with necessary technical capacity and working groups for expert and technical support to the IBB Development Plan.

  36. Mid-term goals • Approval of the National Program of basin development • Development and signing a multilateral basin Agreement: RK, KR, CPR with the EU and UN participation • Resolution of the problem of water diversion and pollution in the River ILi with the aim of conservation of the Lake Balkhash ecosystems • Attraction of investments and technologies necessary to resolve social-economic problems of the region • Making use of the CAREC capacity to support expert works and working Secretariat

  37. Long-term goals • Endorsement of the International Program on Basin Development • Further attraction of investments and technologies to bring up competitiveness of the RK • Enhancement of geopolitical role of the RK in relations between Europe and Asia • Introduction of the IBB management model in other transboundary basins (Aral, Caspian Sea, Irtysh) in the interests of the RK • Example for the UN in terms of practical implementation of the commitments regarding MDGs and Sustainable Development. Enhancement of the leadership in the region and at the global level in terms of SD (Summit of the Heads of States in Astana 2012).
