  2. What’s Changing? • From April 1st all schools will have to meet the cost of maternity from their local budgets • Delegation of central maternity budget to schools from April 1st 2012 • Sickness and supply scheme will close from April 1st 2012

  3. Why? • Delegation of maternity budget - Centrally held budgets subject to LACSEG - Increasing numbers of academies • Closure of Sickness & Supply Scheme • Standalone maternity schemes not sustainable • Review of commercial options positive • Release of £8M ( predicted balance) back to members

  4. Rate of maternity delegation • Schools and ESCs will receive resources in their budget shares from 01.04.2012 as part of their per pupil funding ( or per place in special schools) • Rate of delegation as per consultation

  5. Responsibility for meeting cost of maternity pay • Schools will be responsible for meeting the cost of maternity pay from their local budgets • What is the cost of maternity pay? - Cost of monies payable less recoverable SMP - Cost of contact days - The cost is impacted by length of service , grade and whether the staff member returns to work . - HR transactions team are developing a model which will give indicate cost of maternity leave by grade to assist schools with budgeting.

  7. Sickness & Supply Scheme • Scheme will close 1st April 2012 • Current forecast £8M due back to schools • A distribution of 75% of the balance at 31.03.2012 to schools in May 2012 based on contributions in the last 4 years • Balance/total contributions * individual school contributions in last four financial years. • Rest will be paid out after all liabilities met.

  8. Transition • Authority will create a provision to meet maternity costs of women with 20 weeks or less until EWC at 31.03.2012 • Costs for women with more than 20 weeks to EWC at 31.03.2012 will need to be met from local budgets. • Sickness absence which starts before 01.04.2012 will be met from the Scheme (for members)
