  2. INRIX, a company devoted to traffic information and apps, released its annual scorecard report of the nation’s most congested metropolises. Topping the list is Los Angeles. Honolulu, ranked second. San Francisco took third place followed by Austin at no. 4 and New York metro area rounding out the top five. The report, which spans all of 2012 and the first three months of 2013, found a 4% increase in traffic congestion in the U.S. in early 2013. The rankings compile data from more than 100 million GPS-equipped commercial and passenger vehicles, calculating the added amount of time drivers spend in traffic. In the country’s most gridlocked cities, commuters wasted an average of 42 hours sitting in traffic in 2012, the equivalent of one week of vacation.

  3. In Other News • English soccer's most successful manager -- Manchester United's Alex Ferguson -- is retiring at the end of the season after more than a quarter of a century at the helm. The 71-year-old Scot has managed the English club -- which is listed on the New York Stock Exchange and has millions of fans around the world -- since 1986. During his 26 years as manager, Ferguson has won 13 Premier league championships. • Chris Christie , Governor of New Jersey, underwent weight-reduction surgery in February. He is a possible candidate to run for the 2016 GOP presidential nomination. • Delaware became the eleventh state in the nation to legalize same-sex marriage Tuesday after the State Senate approved the measure and the state's governor signed it into law. While the state had an existing civil unions law, the new measure allows gay and lesbian couples to legally marry. Rhode Island, Iowa, New York, Vermont, New Hampshire, Massachusetts, Connecticut, Maine, Maryland, Washington and the District of Columbia all allow same-sex marriage. In March, a divided United States Supreme Court heard arguments over the legality of two marriage laws – the federal Defense of Marriage act, which defines marriage as between one man and one woman, and California's Proposition 8, which bans same-sex marriage. The nine justices hinted at disparate views on the hot-button issue, though it was far from clear how they will rule. A decision is expected in June.
