  2. TDEx Connecting Criminal justice across Texas In today’s world, security is a top priority. In order to provide all Texans with the protection they deserve, criminal justice professionals must work together. Sharing information is critical in the war against terror, drugs, and crime in general. TDEx not only opens the door of communication between agencies, but also drastically reduces the time involved in gathering information on offenders, jail records, and police incident reports. TDEx is about sharing data, while at the same time protecting it with a secure network. This cost-effective, time-saving tool will change the way law enforcement agencies investigate crime.

  3. What is TDEx? TDEx is a comprehensive information sharing portal that allows criminal justice agencies to exchange jail and records management systems data. TDEx will: • Allow law enforcement to quickly search subject or incident information across Texas and the nation • Leverage law enforcement information to ensure public safety • Encourage agencies to share information through one portal, without the need for multiple data entries • Provide future connectivity to N-DEx

TDEx will provide access to: • County jail incarceration records in custody and releases including photos, aliases, date of birth, and charges Texas Rangers Criminal Information Database • Multi-jurisdictional reports including incidents, bookings, and traffic citations • Texas Department of Criminal Justice prisoner data • DPS Criminal Law Enforcement Records and Information Systems • DPS Highway Patrol Database

TDEx Benefits • Searches on current or past incarcerations on major agency jails across Texas • Access to more than one million booking photos across the nation • Ability to create and view photo line ups • Searches by name, narrative, physical characteristics, social security number or vehicle • Users can place “watches” on wanted subjects or those of interest and receive notification when a subject is booked into a participating agency • Provides resources and background information without having to contact multiple agencies • Search RMS data from agencies across the state

  6. T-DEx Roll Out • Starting with a Pilot in North Central Texas COG area • 27 Agencies Represented • As of April 21st nine agencies providing data • Extending to border counties, as well • Connect to N-DEx when it becomes available

  8. N-DEx Vision • The vision of N-DEx is to share complete, accurate, timely and useful information across jurisdictional boundaries and to provide new investigative tools that enhance the Nation’s ability to fight crime and terrorism.

  9. N-DEx At-a-Glance N-DEx establishes a secure, national, criminal justice information sharing capability. Key points include: • A powerful new investigative tool to search, link, analyze and share criminal justice information (Incident/case reports, incarceration data and parole/probation data) on a national basis • Detects relationships between people, places, things and crime characteristics, across jurisdictions • Allows LEAs to “connect the dots” between seemingly unrelated data without information overload • LEAs to decide what data to share, who can access it and under what circumstances

  10. N-DEx At-a-Glance • Multiple options for connecting • Costs to LEAs will vary depending on their current records management infrastructure. To minimize LEA costs and impacts N-DEx will: • Use nationally-developed standards and existing systems and networks • Provide implementation support, tools and training • Work with the federal agencies to establish grants/programs

  11. Key Thoughts • Core Functionality • The core functionality of N-DEx is the storage of law enforcement incident data in a central repository to provide the functions stated above. Although law enforcement investigations will be the primary focus of N-DEx, especially at start-up, future iterations will incorporate the full criminal justice community. The ultimate goal is to transform all criminal justice data into knowledge for the entire justice community.

  12. Key Thoughts • Not a Statistical Reporting System • N-DEx is an information sharing system and is not intended to be used for crime statistics reporting. Participation in NIBRS will not be required for N-DEx participation. • No crime statistics will be reported from N-DEx. • N-DEx has Intelligence Value – Not an Intelligence System • N-DEx is not an intelligence system and will not contain intelligence data. However, the N-DEx information and tools will provide value to the intelligence community.

Key Thoughts • Management of Data • The management of LEA data shared in N-DEx will remain with the LEA that provided it. • N-DEx will supply controls to allow LEAs to decide what data to share, who can access it and under what circumstances. • It will allow agencies to participate in accordance with applicable laws and policies governing dissemination and privacy.

Key Thoughts • N-DEx Integration/Interfaces • Numerous regional information sharing efforts have already integrated data from local agencies. • It is the goal for these "repositories" to supply data to N-DEx on behalf of the local agencies, if they so desire. • This concept has the benefit of providing a single point of data submission for the agencies participating in the regional systems as well as connecting the regional systems to each other.

Key Thoughts • Collaborative Development • N-DEx will be designed and built in consultation with its local, state, tribal and federal partners in a collaborative manner. • N-DEx will not dictate these foundational sharing elements; they will be developed in a collaborative manner. • Classification • Only data classified as Sensitive but Unclassified (SBU) or below will be permitted within NDEx.

  17. Role of the Major Police Associations • International Chiefs of Police (IACP) • Major City Chiefs (MCC) • National Sheriffs Association (NSA) • Major County Sheriffs (MCS) Wrote a unified Position Paper that stated the following.

Role of the Major Police Associations • Expressed support for law enforcement information sharing in general • Stated that they could support N-DEx in particular if FBI CJIS fulfilled three requirements: • Create, with the participation of the associations, a clear statement of requirements. • From that statement of requirements, create a cost model that local agencies could use to prepare for participation. • Develop a clear communications plan to describe the system universally to the law enforcement community.
