Senate Side- Senator Schumer (D-NY) introduced First Step Forward Act (S. 2451)
Purpose: The bills strengthen case planning and discharge planning of adjudicated juveniles within state juvenile justice systems. They establish a new formula grant program to States to assist them in offering pre-release and post-release services to youth and young adult offenders exiting juvenile and criminal justice systems. The bills also require States to suspend, rather than terminate, Medicaid for enrolled youth offenders during their periods of confinement in public institutions.
