Why Dirigo? • First state attempt at comprehensive health reform • Goals: • Provide affordable health insurance coverage to all residents by 2009 • Slow the growth of health care costs • Improve the quality of care • Evaluation efforts intended to provide guidance and lessons learned for other states looking to expand coverage, improve quality, and contain costs going forward
