  16. The Proposition Stage 1: cooperate on joint organising projects and ramp up organising expenditure on an incremental basis to 10% of income by 2019. Stage 2: establish a formal single negotiating unit with powers delegated from individual unions Stage 3: agree with the employers on some kind of joint industrial council for a sector.
