Statutory & Rule Authority • Section 1004.04 (4)(c), Florida Statutes • Section 1004.85(5), Florida Statutes • State Board Rule 6A-5.066 (1)(d)1.,2., F.A.C., Approval of educator preparation programs • 6A-5.081(1)(e)1., F.A.C. Approval of school leadership programs “Each program must prepare and submit to the Department of Education an institutional program evaluation plan…incorporate the criteria established in paragraphs (a) and (b) and …must provide information on how the institution addresses continuous program improvement and …provisions for involving primary stakeholders, such as program completers, public school personnel, classroom teachers, principals, community agencies, and business representatives in the evaluation process.”

  3. Purposes of IPEPs/APEPs Status report of each program utilizing available 2011-2012 candidate/completer data • Update of standard instances including aggregation of data for each program to reflect program status and changes made as part of continuous improvement process • Utilization of trend data over time to reflect changes for now and the future

  4. 2011-12 IPEP/APEP Submission Who must report via eIPEP? • All institutions with state-approved educator preparation programs are required to submit an IPEP/APEP by Friday, November 15, 2013. Which programs must report? • Initial Teacher Preparation programs (ITPs) • Educator Preparation Institutes (EPIs) • Educational Leadership programs • Professional Training Options (PTOs) Important! An IPEP/APEP must be submitted for each program that had candidate and completer data for 2011-2012 even if the program is now discontinued.

Data Reported via IPEP/APEP Data Reported by the Institution • Candidate performance data for the Uniform Core Curriculum aggregated to the program level • Program candidates’ impact on student learning in field experience • Results of non-FCAT data collected aggregated to the program level. • Employer satisfaction with completers’ preparedness for the first year of teaching following program completion Data Computed/Provided by eIPEP • Program admission, enrollment, and completion data • Program 10% admission waiver data • Program FTCE and FELE pass rates • Percentage of completers employed the first year following program completion • Completers’ average length of stay in the classroom • Completer satisfaction with preparation based on the first year of teaching following program completion • Program completers’ impact on student learning their first year of teaching following program completion

What’s New for This Submission? • Address Matrices’ Peer Feedback – program/unit decision • Resubmit updated matrix, if needed, OR • Description of review process and potential changes at program level within narrative • Executive Summary required element • Update any standards to reflect current conditions (statutory changes, program decisions, etc.)

Reminder about eIPEP User Roles • eIPEP Coordinator • Has institution-level functionalities • Can designate/assign document or narrative to multiple programs  • Manages other users within the institution (Editors, Certifying Officers, etc.) • Has final authority capabilities to submit IPEP/APEP to DOE • eIPEP Editor • Has program level functionalities • eIPEP Certifying Officer • Has read-only capabilities • Final authority capabilities to submit IPEP/APEP to DOE • eIPEP Institution Editor • Ability to designate/assign document or narrative to multiple programs  • Final authority capabilities to submit IPEP/APEP to DOE

  8. Single Sign On: • You must enter the eIPEP system through the Single Sign On portal • www.fldoe.org/sso • Once you have successfully logged into the Single Sign On portal, select “eIPEP” • The next slides show images of the Single Sign On portal and the log-in screen for eIPEP

  9. eIPEP System • Public access for Annual Program Performance is on the left side of the screen. • Registered users of the eIPEP system will select “click here to access the site” from the right side of the screen

  10. For IPEP/APEP Reporting in eIPEP • Select the Standards Details tab • Select from the drop down box “2011-2012 report” • Select from the drop down box for Standard Type: • ITP, EPI, Ed Leadership (view only type(s) that apply to your institution)

  12. For IPEP/APEP Reporting in eIPEP Step One! • Critical for ITPs– Review program(s) and degree list and notify FDOE if specific programs are missing or should not be listed

  13. For IPEP/APEP Reporting in eIPEP • If an IPEP was submitted for the program the previous year, you may select the “Copy From Previous Year” function to copy entries from the previous year’s submission – and then edit if needed • An entry must be made for each standard for each program • You may select one program, more than one program or “apply to all programs” • Optional “standard detail grouping title”

Candidate Evidence of Attainment Of Uniform Core Curricular Content Is Assessed and Data are Collected from Coursework, Field/Clinical Experiences, and on the FTCE/FELE • Describe candidate progression throughout the program • Provide description of assessment points: • prior to student teaching/final internship • at program completion • Provide candidate performance data aggregated to the program level for the: • FEAPs/PECS • Subject Area Competencies and Skills • ESOL Performance Standards (for ESOL-endorsed programs only) • Reading Competencies

Candidates Demonstrate Impact on P-12 Student Learning Based on Student Achievement Data within Field/Clinical Experiences • Update for the 2011-2012 report: • Describe how impact on prekindergarten-12 learning data are collected during field/clinical experiences. • Describe a formal process for collecting and analyzing results of impact. • Provide results of the candidate impact data collected, aggregated to the program level.

  16. 3.5 Continuous Improvement Across and Within Programs is the Result of Routine Analysis of Data Collected and Recent Faculty Experiences • 3.5.B • Provide a summary of annual data analysis and how it was used to inform programmatic decisions for current year and the future.
