In the following presentation, you will see in which manner the team in the field and the cell in charge of the mission in HQ have justified the implementation of an MSF project (in a country where we might not expect the presence of MSF). You will see a short description of the main orientations of the mission. For each of them, it is shown in which manner these operational orientations are linked to MSF-OCBA operational policy

Context & Justification • Exhausted migrant population exposed toviolence, deliberate neglect and public marginalization although improvements regarding access to public health system (Rabat – Casa Blanca) • Increased concentration of “trapped” migrants in the country, which in turn increases their vulnerability specially in urban settings BUT beyond the scope of intervention of MSF ( soc, eco, leg) • Increased recognition by the government has lead to some indicators that the problem is / would be politically addressed… at lest in terms of willingness! (eg., Convention Cadre) • Regionalization of the problematic (due to several reasons, among others, externalization of borders – EU policies, security approach)  examining the phenomenon in Mauritania & Algeria C. Operational priorities (victims of deliberate neglect… Threatened physical integrity) Strategic Points B. Principles and Criteria (transformation is pursued – complementarity Medical & advocacy)

TRANSVERSAL PRIORITIES • Activities oriented towards Ops priorities in a very particular humanitarian space: Sexual Violence, SRH, MCH, TB-HIV (through accompaniment), Mental Health, Relief • L&A&C + A&P = LACAP (Lobbying, Advocacy, Communications, Acceptance and Perception) VIOLENCE, ACCESS TO HEALTH CARE, LIVING CONDITIONS. • Migration as a key investment for OCBA. • Operational Framework on Migration • Inter-sectional lead taken from OCBA (important push already done from Adv/Comms – Athens) • Innovation & Knowledge management Cross-mission EVALUATION on Migration: Morocco – Yemen – Greece. Outcomes will feed OCBA at implementation, strategic and policy level • Security management to be improved, considering regional dynamics, including AQ in El Magrehb Strategic Points B.   6. FINAL BALANCE WRAP-UP Principles and Criteria A mission where the humanitarian nature of our intervention is patent; direct medical action + lobby and advocacy. We can ensure universality and proportionality, free and independent access and stong proximity with the beneficiaries. Operational Priorities We will work with a population directly victim of deliberate neglect, ostracisation and marginalisation resulting in threatened physical integrity. Strategic points We promote a new approach for an increasing regional problematic (migration). We will develop a work in new context (urban settings) developing strategic activities for MSF-OCBA (Sexual & Reproductive Health, TB, relief, etc). Our focus will be innovative and we are ready to assume certain risks in order to support the populations.
