  1. SWITCH – AsiaPolicy Support Component

What is about? • Create an enabling environment to strengthen or initiate policies helping to mainstream SCP and RE in regional sub-regional and national development programmes. • To assist stakeholders in the project countries (government, private sector, civil society), in designing and implementing specific policy-oriented activities to shift towards Sustainable Consumption and Production.

  3. Expected results • Decision makers in the public sector have a better understanding of the benefits of SCP and RE and apply SCP policies. • Inter-ministerial and public-private policy dialogues on SCP is strengthened and institutionalized via formal platforms, learning from existing initiatives such as the Retail Forum in the EU. • SCP is put on the regular agenda of sub-regional policy dialogue platforms. • SWITCH Policy Support Component results are fed into the 10 Year Framework of Programmes so that Governments in the region can receive more tailored support from this global framework to realise the long-term economic and social potential of SCP

Activities (summary) • Capacity Building and Policy Needs Assessment on SCP (Needs Analysis) • Capacity building (SCP planning, Sustainable Public Procurrement, Sustainable Ventures) • Possible sectoralfocusHigh level policy workshops (with parliaments, assemblies etc.) • Selection of policy tools • Support the development of policy tools (e.g. regulations, laws, frameworks, standards etc.) • Delivering the drafts to competed authorities • Creating a group of SCP Experts in Asia

  6. Time plan • Year 1: Analysis; Needs; Consultation; Planning • Year 2: Capacity building; Kick-off policy dialogue • Year 3: Policy dialogue; Policy Instruments • Year 4: Networking; Dissemination

The activities of first year • A_1_1: Identify capacity building needs of decision-makers in the participating countries. • A_1_2: Review the existing policy tools (laws, agreements and voluntary initiatives) that are related to SCP and RE. • A_1_3: Identify clusters of countries with similar problems to tackle and common interests and decide with the countries the detailed implementation plan (what, where and when to do). • Project Management

How we implement them • A_1_1 and A_1_2 • One comprehensive study on review of policies and identification of capacity building needs (June-December 2011) • Technical workshop (June 2011 Bangkok), country missions (finalized), desktop reviews (partly finalized), interviews with other regional stakeholders (ongoing) • A_1_3 • Consultation with countries; electronic and physical meetings (August – November 2011) • One workshop with SWTICH focal points and other stakeholders (our workshop today) • Implementation plan (January 2012)

  9. Country missions • Who we met • EC delegations. They are fully informed before the mission and are copied in all communication with out focal points in each country • Ministries: Environment, Planning, Finance, Industry, Agriculture, Trade, Education, Urban Planning, etc. • Agencies: NCPCs, Research Institutes, NGOs • SWITCH project beneficiaries • Bilateral meetings + One day workshop with all to collectively identify priorities

Other work • Establishing an ASEAN Forum on SCP: • This work has been started by UNEP before the SWITCH PSC • Now we integrate this work with the PSC • First meeting held on April 2011 in Jakarta • A background paper for objectives/structure of Forums was developed • Consultation workshop on 27-28 October in Jakarta. Result: Establishment of the ASEAN Forum on SCP with UNEP as it’s secretariat. SWITCH-PSC expected to be one of the main drivers of Forum’s activities over the next 3 years. • Creating another sub-regional forum for South Asia

  11. Next steps • Our regional workshops these two days • Bi-lateral consultations with countries (during and after the workshop) • Finalization of study (December 2011 – January 2012) • Implementation plan: January 2012
