Roles and Responsibilities- Customs Authorities Implement all provisions of the TIR Convention In particular: Controlled Access • Authorise national Issuing & Guaranteeing Association • Authorise admission of TIR Carnet Holders • Annex 9 1 Designate customs offices open to TIR operations - Fix itineraries for TIR consignments/ operations Article 20 Act immediately against fraudsters in the case of irregularities or suspicion / Suspension Exclusion of TIR CarnetHolders Article 6 & 38 2 3 (c) International Road Transport Union (IRU) 2012

Roles & Responsibilities – Customs Authorities Supervise the approval of TIR Vehicles Annex 2,3,4,6,7 Provide SafeTIR termination data Annex 10 5 4 Apply risk management procedures Articles 6, 38, 20, 23 etc. Annex 9, 10 6 This list is not exhaustive – summary of some key aspects! Action by Government Secure Vehicles and Containers Governments appoint Competent Authorities to deliver the Approval Certificate Each vehicle, container, needs to have a valid certificate of approval delivered by national competent authorities (Annex 3) Approval Certificate – Basic Principles (Annex 3) • Individual or by vehicle / container design type • Standard format – Annex 4 • Renewable every two years • To be kept with vehicle • To be verified by Customs during TIR operations.   10. Action by Government International Chain of Guarantee • Establishes the necessary contractual relationships at national and international levels • Appoint national Issuing and Guaranteeing Association as per Article 6 of the TIR Convention: ACCI already authorised Ensures the proper functioning of the Guarantee Chain (c) International Road Transport Union (IRU) 2012
