  1. Supervisor enters Progress Reviews EmpowHR Version 9.0 5 Tier Performance System Revised 2-26-09 Notice PM-2677

  2. Select “internet explorer”

  3. Enter the URL: https://icams.usda.gov/

  4. Read the warning and select “I agree to the above”.

  5. Enter your EmpowHR (ICAMS) User ID and Password and click on “EmpowHR Sign In”.

  6. Click on “Manager Self Service”.

  7. Click on “Tasks”.

  8. Click on “performance”.

  9. Select “Progress Review”

  10. Click on “New Review” next to the applicable employee.

  11. Click on the search engine to select the review period.

  12. Select the applicable review period start date.

  13. Click on the “Add” button.

  14. Click on the “Elements and Standards” tab

  15. Click on “view all” to see all the elements and measures.

  16. After reviewing, click on the “Progress Review” tab.

  17. Supervisor enters comments in the “Reviewer Comments” box. Click on SAVE!

  18. NOTE: After saving, the system will Automatically enter a check mark in the box next to “created review rating”. The performance plan will flow to the employee’s work list for view and certification.

  19. To print, click on “create printable form”

  20. Click on “view document”

  21. Note: The supervisor’s initials and Date will be documented at the bottom of page 1.

  22. On page 7 in Part II “Progress Review”, the comments entered by the Rating Official (supervisor), date, and supervisor initials will show.

  23. The Progress Review will flow to The employee’s EmpowHR Worklist. Supervisors are reminded of their requirement to review and discuss progress reviews With their employees. Refer To Notice PM-2677
