  1. Lessons Learned from the two coastal pilot projects in Pomorskie, Poland Conflicts of private and public interest as a result of ill-functioning spatial planning law Final Conference Ravenna 27.03.08 prepared by Agnieszka Zebialowicz-Lach, presented by Katarzyna Scibior

  2. Basic Facts Pomorskie Spatial Planning Office (WBPP Slupsk) is preparing 2 coastal spatial plans in Pomorskie region: • Municipality of Dębina • Municipality of Stegna Three stakeholder meetings and workshops have been organised. As result of these meetings and intensive stocktaking (regional confict analysis) the pilot areas were chosen on initiative of the municipallties Major work between fall 2006 and summer 2008 Now draft plans are beeing finalised

  3. DĘBINA LOCAL DEVELOPMENT PLAN • Swampy area below the sea level • Buffer zone of the Slowinski National Park • Very diversity of fauna and flora • Separated from the sea only by shallow embarkments • Embarkments are old and semi-permeable • Beaver problem • Seasonal floodings- essential for the ecologic functions of the area. Despite all that: the current local development plan designated this are as a building ground. Some parcels are already sold

  4. THE „OLD“ LOCAL DEVELOPMENT PLAN FOR THE EASTERN PART OF THE DEBINA MUNICIPALITY RED ARE AREAS OF FUNCTIONAL CONFICTS

  5. LOCAL DEVELOPMENT PLAN FOR THE EASTERN PART OF THE DEBINA MUNICIPALITY. Map of natural assets

  6. NEW CONCEPT OF THE LOCAL DEVELOPMENT PLAN FOR THE EASTERN PART OF THE DEBINA MUNICIPALITY

  7. STEGNA LOCAL DEVELOPMENT PLAN • Stegna used to be a fishermen village with rich traditions • Beautiful nature (Birds Reserve) • Located on the base of the Vistula Peninsula • Very attractive for tourists Local govermnemt is conscious of the importnace of the protecting and restoring the historical elements such as fishermen buildings, mills and small infrastructure The new spatial plan should focus on the touristical function

  8. LESSONS LEARNED • support of the national level is important • ICZM rules should be regulated by law on all levels • additionally, education measures are necessary (law is not enough) • Trainings for public officers in administrations

  9. BIGGEST SUCCESS • Two municipalies are educated on ICZM • Two new, better spatial plans were made and will lmost probably be adopted • 3 regional meetings were very sucessful for creating a network of cooperation in the Pomorskie region

  10. BIGGEST SURPRISE • public institutions having competence on same area could not find compromise • business sector didn‘t respond so much • but NGO‘s reaction was very positive

  11. We are constantly searching for new, virgin, natural places but by doing so we contribute to their degradation and eventual loss. The main principle of sustainable development is frequently forgotten: „ENVIRONMENT IN WHICH WE ARE LIVING SHOULD SERVE BOTH US TODAY AND THE FUTURE GENERATIONS TO COME”
