Climate Change Management Climate Change Mitigation Environmental Action Plans towards 1999-2005,2008-2012 and 2013-2017: • Reduced by 64,116 t the carbon footprint by converting 128,400vehicles on gas fuel; • Commissioned facilities for the utilization of associated gas, flared at the oil and gas fields resulting in 4.7 billion m3 per year of utilized association gas; • Reduced CPP carbon footprint by upgrading electric filters at New Angren CPP (design development and introduction at one unit by OAO Teploelectroproject, New Angren CPP); • Implementation of the Small Hydropower Development Program (construction of 15 small HPP with a total capacity of 420 MW to generate 1.6 billion kWh/y electricity).

Climate Change Management Climate Change Mitigation • Uzbekistan launched proactive steps to develop and implement climate mitigation measures upon the capacity building to support the Clean Development Mechanism (CDM) projects. • The CDM program was established comprised of 65 projects. The carbon footprint is projected to be reduced by 14.8 million tons of С02-equivalent. • The UNFCCC registered 14 CDM projects from the Republic of Uzbekistan. • Uzbekistan ranks number 1 among the CIS and Eastern Europe countries with regard to the number of registered CDM projects • From the date of the CDM Project launch(2007), Uzbekistan attracted USD 24.4 million private investments.

Climate Change Management Climate Change Mitigation Renewal Energy Development (RED) • An important regulatory framework to intensify RED projects includes: • Presidential ResolutionRUz No PP-1442 dated 15.12.2010 “On Priorities of Industrial Development in theRepublic of Uzbekistantowards 2011-2015” • Decree of President of RU dated 1 March 2013 “On Measures to Develop Renewable Energy Sources”. • Establishment of the International Solar Energy Institute to work on solar energy projects. • 100 MW Solar Power Plant Construction Project in Samarkand Oblast with a budget of $310 million will be completed in March 2019. • UzbeEnergy has projects for the development of renewable energy sources. • The Government intends to generate 21 percent of its electricity through RES by 2031 including solar energy.

Climate Change Management Climate Change Mitigation Energy Efficiency Improvements • The State Committee for Architecture and Construction takes steps to reduce the carbon footprint by improving approaches to the design of the buildings and applicable building technologies; • With the UNDP support the Ministry of Economics develops proposals for reducing the carbon footprint of such sectors as energy, electricity generation, and utilities to be incorporated into the National Social Development Programs • In the transportation sector, in accordance with Resolution of the Uzbekistan Cabinet of Ministers No30 dated 10.02.2007 “On Measures to Develop the Gas Fuelling Station Network and Gradual Conversion of Vehicles to Gas Fuel (towards 2008-2012)” under the the 2008-20012 Republic of Uzbekistan National Environmental Action Plan, work was under way to develop green transport by converting vehicles to gas fuel. • Moreover, steps are being taken to utilize associated gas and reduce carbon footprint from gas flaring at the gas and oil fields.

Climate Change Management Climate Change Adaption • Adaptation draws on a number of mainly sectoral strategies and climate adaptation measures: • The Uzbekistan Population Wellbeing Improvement Strategy towards 2013-2015 • The State Program for Irrigated Lands Amelioration Improvement 2008-2012 • The Program for Further Modernization and Upgrade of Agriculture towards 2012-2016 • Action Plan for the Implementation of Vital Projects for Modernization and Upgrade of Industry towards 2009-2014&

  18. Further Steps Climate Change Adaptation and Management • There should be a plan to implement measures in accordance with NAMA and NAPA as the most practical way of attracting additional external financing into the national economy for the implementation of climate change management and adaption measures including through the Green Climate Fund, Global Environmental Facility, NAMA Support Facility established by Germany and Great Britain, and other emerging and existing climate financing mechanisms • The preparation of the Third National Communication of the Republic of Uzbekistan on Climate Change will include proposals to the National Climate Change Program containing an integrated approach with both climate change adaptation and prevention aspects and climate risk management.

  19. Further Steps Climate Change Management • In theory, NAMAs may include implementation of any strategy, program or policy, or an investment project related to climate change prevention and meeting the key international requirements to NAMAs. • All the operations with NAMA international registry must be carried out through the National Climate Change Focal Point, i.e. Uzhydromet CEO • The Uzbekistan Ministry of Economics/UNDP “Support of Uzbekistan Transition to Low-Carbon Development of National Economy” prepared a tentative list comprising 42 sectoralNAMA In the energy, chemical, oil and gas, agricultural, housing and utilities sectors to improve energy efficiency and saving.

  20. Further Steps Climate Change Adaption • The focus will be on the implementation of best adaptation practices in agriculture and water sectors. • The Council of the KP Adaptation Fund approved to joint implementation the project proposal of Uzbekistan «Development of Climate Resistant Farmer Communities in Draught Prone Areasin Uzbekistan» to be implemented in 2014-2020; • One of the methods is to develop consulting centers for consulting and sharing of effective practices and knowledge in climate change adaptation in remote rural areas as planned under the proposed adaptation project “Development of Climate Resistant Farmer Communities in Draught Prone Areasin Uzbekistan”.

  21. Further Steps Technology Transfer • As all developing countries, Uzbekistan is interested in the intensification of activities for the development and transfer of technologies, elimination of barriers and access to new technologies to support climate change prevention actions. • Steps will also be taken to develop this component as part of cooperation with the UNFCCC Climatic Technology Center Networks.
