  1. Reducing Air Pollution with CMAQ CMAQ (the Congestion Mitigation and Air Quality Improvement Program) is a program in the federal transportation bill designed to help states meet EPA standards for air quality www.pedbikeimages.org /Dan Burden States receive CMAQ money based on the number of people living in areas with poor air quality

  2. CMAQ Spending CMAQ funds are used for projects to reduce air pollution, such as: • Public transit service improvements • Traffic flow improvements • Ride sharing initiatives • Bicycle facilities $2B $4B $3B Source: FMIS, numbers are approximate

  3. CMAQ Helps Clear Bad Air CMAQ has contributed to a drop in person-days of bad air by 38% over the past decade Most (97%) of this reduction occurred in the state of California, which made excellent use of CMAQ funds relative to other states “[CMAQ can] improve our quality of life by reducing pollution, by relieving congestion, and by allowing us to walk or bike in a more pleasant environment” -FHWA Secretary Mary Peters

  4. CMAQ Funds Underutilized States spent only 81% of CMAQ funds in the last decade, leaving nearly $2.2 billion in unobligated balance Source: FHWA’s Fiscal Management Information System (FMIS)

  5. CMAQ Funds Inadequate New EPA standards for clean air are going into effect that will create new “non-attainment” areas Existing CMAQ funds will be inadequate to address the new non-attainment areas • Recommendations • Close the funding loophole that allows states to neglect the CMAQ program • Increase CMAQ funding to help states manage new non-attainment areas
