Leverage the Dynamic Marketplace • Implement the Dynamic Marketplace Framework: • Readily Available, Readily available w/Customization/Defense-unique • Simplify Commercial Buying • Current commercial buying terms are confusing, inconsistently defined, or undefined altogether • Revise DoD’s Socioeconomic Mission • Pivot from meeting small business goals unrelated to its mission • Communicate with Industry • With appropriate and on-going communication with industry, warfighters are likely to receive less costly, more advanced equipment sooner than needed. • Clarify use of Other Transaction Authorities • Create clear authorities for follow-on production to streamline innovation

Allocate Resources Effectively • Institute Portfolio Management • Restructure DoD acquisition from a program-centric model to a total lifecycle, multi-tiered capability portfolio management framework • Govern acquisition programs at the portfolio level will enable continuous assessment of warfighting capabilities at both the execution and enterprise levels. • Allocate Budgetary Resources Effectively • Focused attention on providing flexibility to budget reprogramming authorities and constrained time periods of single year funding • Recommend DoD have enough flexibility to more effectively fund its identified, high-priority missions when operating under continuing resolutions • Update interest rates on threshold for prompt payment • Establish a pilot program for an equipment recapitalization revolving fund
